The primary purpose of this position is to provide professional accounting services to the Air Force Special
Programs Accounting and Finance Office (AFO), related field activities, and other customers

Duties
Serves as the lead Certifying Official responsible for examining, validating, and certifying Air Force Special Programs funding documents and payments.
Provides financial advisory services for the full range of Accounting Operations including $35B of direct and reimbursement programs representing Air Force Appropriations and various DoD Appropriations.
Serves as a staff accountant and subject matter expert to the Special Programs Operations Branch to control all aspects of accounting operations using the Specialized Accounting and Finance Enterprise System (SAFES) at equivalent base, major command, and departmental reporting levels.

- Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS)
security clearance with access to Sensitive Compartmented Information (SCI)
- based on a Single Scope Background Investigation. A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under
the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

- This is Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program. The incumbent may be subject to a counterintelligence scope polygraph.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty
assignments.
- Overtime and irregular duty hours, nights or weekends, may be required as workload demands.
- The work is mainly sedentary and performed in an office atmosphere. However, there may be exposure to all
kinds of weather, walking, standing, bending, and carrying of light items. No special physical demands are required
to perform the work.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" workcategory are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM)Qualification Standards for General Schedule Positions, Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in the professional accounting occupation such as would be gained through extended graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments. Knowledge of generally accepted accounting principles and standards established by Federal Accounting Standards Advisory Board, Government Accounting Standards
Board, DoD, OMB, Government Accounting Office (GAO), Treasury, and Congress. Knowledge of accounting and financial systems procedures, management theory, and practice in the application and evaluation of all policy matters related to financial operations, such as General Funds, appropriated funds, financial and non-financial activity, and feeder systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the professional principles, theories, techniques, and practices of generally accepted accounting principles and standards; and the laws and regulations governing accounting procedures.
2. Knowledge of financial management principles, theories, procedures and applications to administer the serviced activities financial management programs, develop procedures and disseminate expert guidance on financial management and disbursing methodology, approach, procedures and techniques.
3. Knowledge of Department of Defense, Defense Finance and Accounting Service, and Department of Air Force financial management objectives, accounting and disbursing missions, responsibilities, interrelationships, processed, programs, operations and appropriate systems in order to participate in the budget development process and ensure that program objectives are met and fiduciary responsibility is properly administered.
4. Knowledge of automated financial management and accounting systems, policies, procedures and practices which are used in accomplishing the activities financial management functions to meet prescribed requirements, develop solutions to problems in existing systems, to identify trends and to develop recommendations for future systems or applications; and ability to plan, organize work, and meet deadlines; ability to interpret financial reports, schedules, and statements.
5. Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, and statements.
6. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
