THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a AIRFIELD MANAGER (Title 5), Position Description Number T7150000 and is part of the AR ARNG AASF, National Guard.

Duties

1. The Airfield Manager is responsible for the oversight and management of the airfield and associated services including airfield safety, flight operations, and aircraft services. Manages the airfield in accordance with applicable Army regulations (AR), United Facilities Criteria (UFC), Engineering Technical Letters (ETL), and applicable Federal Aviation Administration (FAA) Advisory Circulars to support garrison, transient, and tenant unit flight operations. Provides advice on aviation matters, and airfield representation at installation planning boards and aviation safety and standardization meetings. Conducts inspections and identifies and submits work orders with the Director of Public Works (DPW) for maintenance and repair of airfield fixed facilities (runways, taxiways, parking ramps, lighting systems). Coordinates daily operations with outside organizations, and is responsible for the determination of requirements and management of special use airspace in support of military operations/training in the surrounding area. Provides staff briefings to all levels of command and/or representatives from higher headquarters and represents the installation on staff visits concerning airfield operations or associated problems. Presents installation/garrison and State leadership with information on airfield imaginary surfaces and potential impacts to aviation caused by obstacles, construction, or proposed construction in the airport vicinity. Develops long range plans for future modernization of the airfield and ensures that long-range facility improvements and construction requirements are identified and programmed in Public Works Installation Master Plan. Coordinates for airfield obstruction and engineering criteria waivers, airfield obstruction surveys, and pavement evaluations. Ensures appropriate reports and pertinent data are provided to principal staff officers of the command for the purpose of helping to achieve the most effective airfield operation. Participates in Planning, Programming, Budgeting & Execution (PPBE) by providing input to the annual Program Objective Memorandum (POM) process, and developing, managing, and executing an annual airfield budget. Reads and interprets command directives providing decisions on technical matters, and provides advice and technical assistance concerning airfield matters. Identifies and integrates internal and external program issues affecting the garrison/installation; involving technical, financial, organizational, and administrative factors. Recommends resources to particular projects when applicable and uses leadership in developing, implementing, evaluating, and improving procedures to monitor the effectiveness, efficiency, and productivity of the organization. 2. SUPERVISORY DUTIES: Provides daily supervision and oversight of all airfield operations and airfield/aircraft services. Explains work requirements, methods, and procedures, gives special instructions on unusual or one-time work situations, and implements new or revised procedures. Makes or approves selection for subordinate positions. Initiates action to promote, reassign, or affect other status changes of assigned personnel. Oversees attendance and leave. Ensures development of appropriate local training programs that support functional training, career development, and civilian education and training plans. Develops performance elements and standards, prepares and discusses performance appraisals, and counsels employees on performance or disciplinary problems. Plans, oversees, assigns, and evaluates work of subordinates and the unit. Assures reasonable equity among subordinates of performance standards and rating techniques. Advises employees on the EEO and administrative grievance process and procedures. Makes decisions on work challenges presented by employees. Hears and resolves group grievances or serious employee complaints; reviews and approves serious disciplinary actions. Ensures that safety measures are observed. Disseminates pertinent administrative information to employees and ensures compliance. 3. Develops, implements, manages, and annually reviews airfield-related plans and programs including the Airfield Safety Program, Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flightline Driving Training Program. Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs. Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield and airspace requirements. 4. Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience, education, and/or training providing a good understanding of administrative methods for accomplishing the work of an organization. Experience working with Federal, State, and municipal regulations governing the use of transportation vehicles. Experience in maintenance of inventories and cost computations. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).
