Duties

Serving as a Supervisory Contract Specialist GS-1102-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Procurement Division (PRO) under the Mission and Readiness Support Directorate (MRSD) of the Federal Law Enforcement Training Centers (FLETC). The primary purpose of the position is to plan, negotiate and manage, as branch chief and contracting officer, the procurement of a wide variety of complex services, supplies, IT, construction, A-E, lease agreements, and training equipment. Typical duties include: Supervising a subordinate staff, approving travel and training requests, preparing requests for staffing needs for replacement personnel and position descriptions. Also resolving grievances and complaints.

  • Must meet position requirements for a FAC-C (Professional), DoD Contracting Professional, FAC-C Level I, or DAWIA (Contracting) Level I or higher certification.
  • This position is Emergency Essential required to sustain FLETC’s operations under all conditions in the event of a localized emergency situation, such as inclement weather, interruptions to power, dismissal or closure of DHS operations or services
  • FLETC Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions in the event of an emergent disruption of operations locally or DHS-wide (such as Devolution and/or reconstitution).

You must submit a copy of your official college transcript(s) that includes the number of semester or quarter hours completed. Exceptions to the Basic Education Requirements: Federal employees in GS-1102 positions will be considered to have met the basic educational requirements if you occupied a GS-1102-14 position on January 1, 2000. (Must provide SF 50(s) for verification) -AND- SPECIALIZED EXPERIENCE: You must show completion of all mandatory training prescribed by the head of the agency for progression to the GS-14 or higher-level contracting positions, including at least four years of experience in contracting-related work. At least one year of that experience must have been equivalent to the GS-13 grade level in the federal service utilizing federal contracting law, regulation, policies and precedents, and related principles, policies and procedures to plan, lead, review, or audit non-complex to complex procurement functions. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Physical Demands: The work requires some physical exertion, such as walking over rough, uneven or rocky surfaces of the type found at the various geographical outdoor facilities and/or construction sites which the contract specialist must visit on a regular and recurring basis; or conducting intensive negotiations for extended periods of time, i.e., four hours or longer without rest periods, and occasionally late in the evening. Conducting intensive negotiation requires specific, but common physical characteristics and abilities such as above average resistance to fatigue. Some lifting of contract specifications, solicitations, and/or drawing up to 35 pounds. Travel to the agency's other training delivery points will be required on a recurring basis. Work Environment: Although the majority of the work is performed in an office setting, the employee may visit work sites to evaluate progress and performance.

Education

Positions with Positive Education: In addition to the qualifications listed above, you must possess the following level of education by the closing date of this announcement:
