Employee will serve as a Supervisory Emergency Management Specialist (EMS) within Office of Emergency Management (OEM) under the Office of the Deputy Under Secretary for Health Operations and Management. The salary advertised is the general pay scale for the GS-14 grade and will be adjusted based on location of selection, which may include Chicago, IL; Minneapolis, MN; or Kansas City, MO.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The OEM is a national program with staff strategically located across the nation and is responsible for facilitating the Veterans Health Administration's (VHA) Emergency Management (EM) response and recovery efforts ensuring uninterrupted services to patients. Duties will include, but may not be limited to the following: Provides technical and administrative supervision to a unit of EMS that performs work involved with coordinating with external entities to plan for, prevent, protect from, and respond to crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives). Oversees the daily operations, ensures that policies and priorities are being followed. Develops performance standards and evaluates work performance of subordinates. Gives advice, counsel, and instructions to employees. Approves leave schedules assuring adequate coverage for peak workloads and traditional holiday vacation time. Interviews candidates for EM positions, recommends appointments, promotions, reassignments; identifies and provides for training needs. Prepares, submits, and defends budget and business case plans to support annual operating plans. Monitors expenditures and maintains oversight and accountability of budgeting utilizing appropriated funding; reviews and makes recommendations for EM performance improvement funding in support of program improvement planning. Approves travel of subordinates, assures compliance with regulations and policies. Carries out and ensures compliance with Equal Employment Opportunity (EEO) policies. Provides oversight of work that involves the coordination of emergency response and preparedness training, exercises, and assistance to a wide variety of internal and external stakeholders. Leads in the development of goals and objectives; develops, researches, interprets, analyzes, implements, and applies a variety of guidelines that impact planning and day-to-day EM operations and associated EM activities and functions (e.g., Homeland Security Presidential Directives, National Response Frameworks, National Incident Management System, agency-specific guidelines and regulations). Manages and coordinates emergency preparedness activities, identifies and assesses risks, estimates level of capabilities to address risks, builds or sustains required levels of capability, develops and implements plan to deliver those capabilities, validates and monitors progress, and reviews and updates efforts to promote continuous improvement. Provides senior technical expertise and advisory services to high-ranking and professional staff, other stakeholders on the complex and far-reaching threats and hazards. Provides technical guidance and managerial direction relative to short- and long-range EM planning efforts. Supervises the development of comprehensive, systematic, and strategic approaches to issues and designs enterprise-wide solutions. Performs other duties as necessary. Work Schedule: Monday-Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience includes working in a healthcare environment serving as a senior emergency management (EM) leader/supervisor, responsible for program planning, subordinate training and EM exercises; coordinating with entities to plan for, prevent, protect from, and respond to crises, disasters, other humanitarian emergencies, and hazards; conducting analytical studies to assess EM program development and improving organizational program effectiveness and efficiency; preparing and submitting budget in support of EM operational plans; and managing human resources. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, may require strenuous physical activities to include carrying equipment (up to 40 pounds), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.
