The primary purpose of the Position is: To plan and conduct studies of organizatinal operations, processes and/or functions; analyze, develop, and evaluate issues; and, develop recommendations pertaining to administrative processes, performance measures, problems and issues.
The Organizational Locaiton is: Administrative Section, Surgical Service, VA North Texas Health Care System, Dallas, TX.
Duties
The Management Analyst, GS-0343-11 for Surgical Service serves, with the HSS/Administrative Officer, as a coordinator, advisor, analyst, and planner for the delivery of health care services within Surgical Service. The position requires administrative awareness to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and community facilities for the delivery of patient care. The position required a large focus on Medical Sharing Agreements and Contract coordination with VISN 17 Contracting Representatives. Act as a liaison between Surgical Service and other institutions regarding patient care, staffing and physician credentialing. At times may represent the Chief of Surgical Service in administrative matters in the absence of the HSS/Administrative Officer. On occasion, the Management Analyst for Surgical Service may serve as a representative on an ad hoc basis at the direction of the VISN and Medical Center Management. Other duties may included but are not limited to the following:
Prepares and presents reports of findings, determinations, and improvement recommendations to the Service Chief, supervisor and service managers.
Receives requests for surgical equipment and prepares purchase request documents.
Coordinates Surgical Service Medical Equipment and supply purchases, inventories and service contracts.
Coordinates all aspects of Surgical Service Programs related to Medical Sharing Agreements/Contracts and other integral aspects of the service.
Utilize knowledge of service operations and medical equipment requirements to prepare statements of work and serve as the contractor representative to ensure compliance with the contract.
Formulates, prepares and submits the service annual budget estimates and executes the budget.
Purchase supplies, equipment and other items utilizing the service IMPAC card and ensures items and quantities requested are authorized and categorized as expendable and non-expendable.
Review service historical data and/or matches funding requests or project costs of selected line items with past records to determine trends in spending and forecast annual funding needs.
Works with other hospital staff to implement integrated packages, resolve conflicts, and ensure smooth operation of the service.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with Surgical Service staff to resolve controversial matters and convey information and to propose changes.
Attend staff and morning meetings, present report of findings, and recommendations on operations efficiency studies, medical equipment purchases, and budgetary matters.
Conducts analytical studies as they relate to Surgical Service Program Operations.
Plans and conducts comprehensive analytical studies.
Analyzes trends and prepares recommendations to supervisor and Surgical Service managers on findings and recommendations.
Work Schedule: Monday-Friday 7:30am - 4:00pm, or 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: For GS 11 you must have one year of specialized experience equivalent to at least the next lower grade (GS 09), in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving with the HSS/Administrative Officer, as a coordinator, advisor, analyst, and planner for the delivery of health care services within Surgical Service; utilized administrative awareness to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and community facilities for the delivery of patient care; largely focus on Medical Sharing Agreements and Contract coordination with VISN 17 Contracting Representatives; act as liaison between Surgical Service and other institutions regarding patient care, staffing and physician credentialing; represent the Chief of Surgical Service in administrative matters in the absence of the HSS/Administrative Officer; serve as a representative on an ad hoc basis at the direction of the VISN and Medical Center Management.; conduct analytical studies designed to resolve critical service programmatic, organizational or functional problems; receive requests for medical equipment and supplies, conduct inventories and administer equipment purchases and contracts; formulate, prepare and submit the annual budget estimates and execute the budget; prepare and deliver oral presentations such as proposals; recommendations, training sessions, morning meetings and strategy sessions to secure cooperation; resolve controversial matters and convey information relative to proposed changes.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.
