About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, HQDA G-2 Resource Integration Directorate, Programs Division in the Pentagon, Arlington, Virginia.
Duties
Serves as the Chief, Programs Division, Resource Integration Directorate, Office of the Deputy Chief of Staff (ODCS), G-2, Headquarters Department of the Army (HQDA).
Responsible for supervising the planning, programming, and budgeting of National Intelligence Program (NIP),Military Intelligence Program (MIP), and other Army resources supporting the Army Intelligence and Security Enterprise.
Provides subject matter expertise and staff support to the Deputy Chief of Staff (DCS), G-2 for intelligence resource planning, policy, programming, budgeting, execution, and reporting.
Supports the DCS, G-2’s execution of its roles and responsibilities as the designated Senior Intelligence Officer, Intelligence Community (IC) Element Head, to include resourcing all Army Intelligence activities worldwide.
Frequently represents the DCS, G-2 at recurring high-level meetings and intra/interagency forums; and prepares DCS, G-2principals for their attendance at meetings and intra/interagency forums.
Supervises, integrates, and manages the work activities of the Programs Division carried out by military, civilian and contract employees engaged in the performance of assigned functions.
Develops, advocates, and defends NIP resources and budget submissions within applicable laws, guidance, directives and instructions in coordination with the Office Director of National Intelligence (ODNI), Program Managers and Army G2 staff.
Establishes, implements, and oversees policy development for Intelligence Resource Management activities, to include program assessment and evaluations, performance planning, cost analysis, and financial management improvement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI)based on a T5 (or equivalent investigation.
- Requires Temporary Duty (TDY) travel up to 20% of the time.
- This is a Financial Management Level 3 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) providing analysis on proposed long-range intelligence program capabilities; 2) administering an intelligence program which includes manpower management and resource/financial management; AND 3) developing financial guidance intelligence and security programs for an organization based on broad policy guidance issued at higher levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14).
