THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (COOP), Position Description Number T5776000 and is part of the ID JOC, National Guard. THIS POSITION IS BACKFILLING A TECHNICIAN WHO IS DEPLOYING. FOR CURRENT FEDERAL TECHNICIANS ASSIGNED TO THE IDAHO NATIONAL GUARD THIS WOULD BE A TEMPORARY PROMOTION OR REASSIGNMENT. THIS POSITION IS INDEFINITE AND WILL END UPON DEPLOYING MEMBERS RETURN.

Duties

1. Serves as a planner, coordinator, and advisor for the JFHQ-State Emergency Management and Continuity of Operations matters. Uses existing and improves-upon communications templates and procedures in conjunction with State Homeland Security Office, Emergency Management Agency, Joint Forces Headquarters, Army and Air National Guard Headquarters and National Guard Bureau. The incumbent must continually gather information, identify and analyze issues, and develop recommendations to resolve substantive problems related to Emergency Management and Continuity of Operations planning. Provides program planning, assessment, coordination, and advisory services for a wide variety of complex Emergency Management issues ranging from support plans to the effective management of limited resources. Ensures coordination between JFHQ-S and NGB on Emergency Management and Continuity of Operations plans, guidance, policies, and procedures. Accurately portrays current JFHQ-State operations and capabilities to facilitate shared situational awareness with NGB and mission partners. Ensures timely input of data into the Joint Information Exchange Environment (JIEE). Collaborate with JFHQ-State leaders, NGB, ANG, ARNG, state, local, tribal and private entities to build internal and external coalitions to ensure the myriad of Emergency Management related issues are holistically analyzed by all applicable stake-holders. 2. Interprets Federal and State policy directives and guidance to develop and coordinate continuity plans. Schedules, plans, and coordinates continuity exercises. Leads state preparation for National Level, DoD, NGB, JFHQ-State, and Department of the Army exercises. Trains exercise participants on exercise rules, objectives, and operations. Develops and provides input for Master Scenario Events List (MSEL) for construction of exercise scenarios. Facilitates exercise conduct for participants. Attends Regional, State, Interagency, and NGB level meetings, exercises, and planning sessions, in person or via distributive means. 3. Serves on the exercise evaluation team, evaluates results of exercises, and identifies best practices, lessons learned and corrective actions for organizations within the assigned region, and prepares reports and presents findings. Accomplishes and/or assists with planning and coordination, and provides advice on Emergency Management matters and issues. Continually assesses and monitors status of JFHQ-S readiness in support of Emergency Management and Continuity of Operations based on performance in exercises, After-Action-Reviews, and Corrective Action Plans. Collaborates with peers to share lessons learned/best practices. 4. Develops training plans and sets up workshops to train continuity and non-continuity personnel at all levels within the assigned region. Develops and coordinates exercises within and across states to provide training in and testing of emergency/contingency plans, procedures, and programs during and following emergencies. Prepares and presents classified and unclassified briefings to senior leadership as required and ensures proper security procedures are implemented prior to the presentation. 5. Develops and maintains JFHQ-State continuity plans to ensure the performance of Mission Essential Functions, as required by State policy and Federal guidance. Supports the National Continuity Plan through the implementation of PPD 40, White House Directive 16-1, DoDD 3020.26, CNGBI and CNGBM on continuity. Drafts deliberate plans which nest within National and Federal plans. When designated, serves as financial manager for COOP and operations requiring proficiency in the Planning, Programming, Budgeting, and Execution Systems. Proficient in the installation, operation, and trouble-shooting of High Frequency radio systems utilized for emergency operations. Develops, maintains, and tests JFHQ-State communications PACE plans to include all required continuity communications platforms. Performs other duties as assigned.

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 or above grade level in the Federal service which includes emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements; research and determine procedures for collection, analysis, and evaluation of data pertinent to emergency management plans during major disasters or emergencies; emergency evaluation, destruction, and casualty reporting; personnel alerting systems. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, technical orders; National Disaster Recovery Framework (NDRF) plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive installation emergency management plans and to analyze work processes to meet requirements and program objectives. Knowledge of analytical and investigative techniques to determine emergency response staffing requirements and assigning personnel into critical positions to mitigate the emergency condition. Ability to plan, organize, direct, conduct, operate, and evaluate emergency management and related programs, e.g., mobility/expeditionary engineering programs, CBRN response, hazardous material storage and classification methods, risk assessment, consequence management programs, exercise evaluation, and EOC operations. Ability to plan, budget, and execute required projects in support of program activities based on relative priorities and available funds. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and communicate effectively, both orally and in writing.
