About the Position: The Department of Defense Education Activity (DoDEA) Office of the General Counsel facilitates DoDEA's global educational mission by providing high quality and timely legal advice and counsel, effective advocacy, and creative problem-solving. Alexandria, Virginia, is on the Potomac River, just south of Washington, DC. It's known for its Old Town, with brick sidewalks and well-preserved 18th- and 19th-century buildings.

Duties

Identifies legal precedents including laws and Executive Orders, as well as current government-wide and DoD regulations. Supervisory authority and responsibility over these positions. Incumbent is responsible for ensuring that subordinate administrative/paralegal support personnel provide appropriate, accurate, and timely support. Performs independent automated and other legal research in support of the attorneys at DoDEA Headquarters. Performs initial analysis for the preparation of legal opinions. Prepares litigation calendars and organizes logistical arrangements for conducting witness interviews. Monitors status of pending legal, administrative, and other actions to ensure timely disposition by the action attorney. Analyze legal issues arising in litigation or advisory services to determine the appropriate records and data needed and the best approach to obtain the records/data. Maintain case and workload management systems for all pending cases and actions. Initiates inquiries to DoD and other agencies to determine filing requirements and ensure timely compliance.

Requirements

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
  • Proof of U.S. Citizenship required.
  • Direct deposit of pay is required.
  • One year trial or probationary period may be required.
  • Appointment subject to a suitability/fitness determination, as determined by a background investigation.
  • One year supervisory probation period may be required.
  • This position requires a Tier 1 (T1) investigation.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications

Who May Apply: U.S. Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes supervise and assign work to subordinates; experience in and oversee the GPC program; legal research utilizing legal systems; reviewing, organizing, and/or filing documents for inclusion in an administrative record (e.g., locating missing documents, inconsistent material, leads not investigated, etc.); preparing draft motions, briefs, and discovery for assigned attorney; and maintaining updates to the OGC litigation case management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-12). Education Substitution: Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.
