Duties
You will serve as a Telecommunication Specialist in the DISA Fleet NOC Plans Division (N61), Communications, Maintenance and Engineering (N6) at the Naval Computer and Telecommunications Station, Hampton Roads.
You will serve as the technical expert and advisor to the Technical Control Facility Officer, Officer-in-charge (OIC) and customer activities.
You will perform extensive coordination of physical site and the technical control facilities Defense Information System Network (DISN) nodes.
You will advise the Technical Control Officer to ensure the facilities operations are in conformance with prescribed Defense Information Systems Agency (DISA) directives.
You will represent the command at meetings and conferences in matters concerning the establishment of and changes or discontinuance of full-period, temporary and on call circuitry.
You will work closely with the Defense Information Technology Contracting Organization (DITCO), the Navy's Telecommunications Certification Office and local telephone companies to coordinate landline assignments, wiring, maintenance, and testing.
You will plan and coordinate modifications for system improvements or new equipment installations such as satellite terminal gear and multiplexers.
Requirements

Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
Experience managing circuit activations/deactivations, modifications and installation of new equipment.
Experience coordinating and monitoring preventive and corrective maintenance on equipment and routers.
Experience resolving communication operating problems with equipment and circuitry.
Experience evaluating and validating links, trunks, and circuits to determine the most effective and cost-efficient method of providing service to customers.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-11.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR
Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR
Successfully completed an LL.M. degree that is related to the position being filled.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
