The Budget Analyst position is located within Office of Research and Development (ORD) at the East Orange, NJ VA Hospital.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties include, but may not be limited to the following:
Oversees all aspects of the Research Service fiscal program in conjunction with the Administrative Officer (AO) and Associate Chief of Staff (ACOS) for Research, and to strategically plan, prepare, and carry out the fiscal program for Research Service, both immediate and long-range plans.
Develops budgetary plans, projections, and reports, and to interpret information received from Office of Research and Development (ORD), the individual VA Research programs, Fiscal Service, and other sources.
Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines.
Reviews and assures grants budget requests are complete, appropriate, and justified for project needs to determine an appropriate starting date.
Assembles historical data on costs trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand.
Provides broad administrative support to the Associate Chief of Staff (ACOS), Administrative Officer (AO), and Principal Investigators (PIs) on research study expenditures, budget, funds, and reports.
Maintains cost accounting ledgers for current and prior year appropriations assigned to research.
Formulates and executes short-and-long term budget plans.
Reconciles cost control records with monthly, quarterly, and annual fiscal reports.
Advises investigators on purchasing habits, including quarterly and yearly allocations.
Performs financial audits of accounts and financial records to certify or attest that financial statements fairly represent the financial position of Research and Development (R&D).
Monitors contracts and submits timely extensions.
Creates bills of collection and sends and monitors receipt for payment by other institutions.
Approves payment of invoices for billing by other organizations via Intergovernmental Personnel Agreements (IPAs).
Applies qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years.
Identifies and implements opportunities to automate or simplify financial processes to allow accurate and efficient tracking, retrieval, and reporting of Center and individual grant financial activities while minimizing data entry errors.
Prepares a variety of management reports related to the status of funds, expenses, obligations, employees, and workload, adjusting to ensure accurate portrayal of status of funds.
Serve as a Contracting Officer Representative (COR) designee for the service and oversees areas of acquisition administration and contractor's performance.
Serves as the service's focal point to resolve problems or conflicts that may arise between research investigator, vendors, and the procurement staff.
Performs other duties as assigned.

Qualifications
SPECIALIZED EXPERIENCE GS 9: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: skill in formulation, justification, and execution of budgets within a healthcare or research environment; analyzing and formulating annual research budgets; analyzing and evaluating contract and grant budgets; monitoring control point expenditures; utilizing databases and information systems to compute and analyze data; and preparing recurring and non-recurring reports. SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS 9 (Transcript Required) - Applicants must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Education cannot be credited without documentation

COMBINING EDUCATION AND EXPERIENCE GS 9 (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. Physical Requirements: The work is primarily sedentary. The position uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. On occasion, the position may carry light items. Work is typically performed in an adequately lighted and climate-controlled office and involves
everyday risks or discomforts which require normal safety precautions.
