THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Construction and Facilities Management Office (CFMO), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

Position to be filled upon the vacancy of the incumbent. Indefinite Appointment/Temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a deployed Soldier. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position. JOB SUMMARY: The primary purpose of this position is to implement the programming and execution of Army National Guard (ARNG) major/minor construction and renovation projects in a geographically separated area. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Administers, coordinates, and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project. Requests construction funding. Serves as the senior technical employee overseeing one or more employees performing technical work within the Design and Project Management Branch. Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. Provides guidance and input to the Improvement Program for ARNG readiness centers.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of duties concerned with concepts, supervision, and management of facility administration in the planning, design, and construction of major structures and facilities with expertise in space utilization, building environmental systems, fire and security systems, masonry and reinforced concrete construction, roofing systems, energy management, and pavement construction and ability to determine deficiencies and prepare packages for unusual or new construction and repair. Knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices involved in the planning, design, construction or renovation of ARNG structures and buildings. Knowledge of applicable national, state, local and NGB codes and regulations relating to design, construction, and contracting. Knowledge of familiarity with Federal Acquisition Regulations (FAR) as they apply to selection of architectural services. Knowledge and ability to prepare work packages that include drawings of existing areas, changes required, and detailed descriptions of the work and equipment involved. Knowledge of advanced human relations and conflict resolution techniques. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Officer: O1 through O3; Warrant: WO1 through CW3; Enlisted: E-5 through E-9 UNIT OF ASSIGNMENT: Any unit within the state CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
