This position is located in Channel Islands National Park, in the Interpretation Division- Island District. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Duties

The incumbent of the position serves as a visual information specialist who supports public outreach through multi-media projects. Work includes: Plans, designs, coordinates, produces, and maintains development of printed materials, exhibits, graphics, videos, photos, websites, mobile applications, social media, webcams, audiovisual equipment, touchscreens, and digital image/video collections/catalog for internal and external use. Presents a wide variety of interpretive and/or education programs, using appropriate devices and techniques. These programs include formal and informal presentations, education field trips or classroom programs, roving interpretation, hikes, live dive presentations or demonstrations. Staffs visitor center and island district providing information, orientation, interpretation, and operational services; provides high quality customer service, adheres to SOPs, and insures professional appearance of facilities, availability of resources and materials, and a safe accessible environment; responsive in a timely manner to visitor inquiries. Establishes and maintains good working relationships with other divisions, park partners, and media to accomplish goals of the division and the park. Maintain NPS Blue Card and SCUBA dives to provide underwater kelp forest interpretive programs as part of distance learning program.

Qualifications

All qualifications must be met by the closing date of this announcement-09/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs diving in the ocean and is required to possess a current open water and/or scientific diving certification from a recognized organization, and a certification is required from one of the following: Professional Association of Diving Instructors (PADI), National Association of Underwater Instructors (NAUI), or scientific diving certification from and organization such as American Academy of Underwater Sciences (AAUS). In addition, must provide documentation of 50 cold water dives logged. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - In addition, to meeting the Selective Factor listed above: To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Presenting formal and informal engaging interpretive programs to members of the public; 2) communicating information through visual and audio means by the preparation, archival, and use of photographs, illustrations, drawings, videos and other artwork; 3)interpretive writing, graphic design and video editing for digital media, social media, digital storytelling, and exhibits using software such as Adobe Suite; 4)audio-visual production including transporting, setting up and striking equipment, running cables, arranging sets and props, setting up lights and grip equipment, operating cameras, recording audio, and providing equipment maintenance and troubleshooting. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one year of specialized graduate level education. Specialized graduate education is a degree that equipped the applicant with the particular knowledge, skill and abilities needed to successfully perform the duties of the position. Examples of specialized graduate study could include a major study in commercial art, photography, visual communication, videography, graphic design, cinematography, film studies, film/video production, digital filmmaking, or other closely related subjects pertinent to the production of digital videos. (One year of graduate education is 18 semester hours or 27 quarter hours). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree and divide by 9 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. . Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
