This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
As 1st Assistant Engineer on a Class I Hopper Dredge, incumbent is in immediate charge of engine room, normally performing daily work.
Responsible for the planning and supervision of the operation, maintenance, and repair work pertaining to all engines, auxiliaries, machinery, equipment, and facilities of the Engineering Spaces and Systems.
Lays out work and schedules and assigns subordinates to watches.
Supervises and/or performs the operation, repair, or overhaul/replacement of machinery by ship’s force. Removes defective or worn items, replaces with new or reconditioned parts, and reactivates the equipment after reassembly.
Performs checks of watch stations and operating equipment to determine adequacy of operation and conformity with safety rules and regulations, established practices and procedures.
Directs the keeping of work orders, logs and charts covering the operation of equipment, progress of work, and consumption of fuel and water.
Renders time and attendance reports covering the engine department personnel; schedules and approves leave; ascertains need for and schedules overtime.
Trains new engine room personnel in the familiarization with, and performance of their duties, and the location, operation, care, and upkeep of equipment by verbal and or written explanation and instructions.
Will stand engine room watches when required.
Operates engines, generators, motors, and auxiliaries such as refrigerating, plumbing, heating, ventilating, and electrical distribution systems, compressors, pumping, dredging, and propelling machinery, including switchboard operation when necessary
Maintains email, passwords and completes required training and assisting subordinates in doing the same.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be willing to serve a one-year probationary period, if applicable.
- Position requires a pre-employment physical, then annually thereafter.
- Must be able to lift up to 40 lbs.
- Travel may be required up to 5% of the time.
- Must be willing to take and pass a pre-employment drug and alcohol test and must be willing and able to pass random drug and alcohol tests thereafter

Ability to do the work of a 1st Assistant Engineer without more than normal supervision - Your resume must demonstrate your ability to . independently perform complex repairs to engine room equipment, and/or provide technical direction in the maintenance and repair of machinery and equipment, and/or stand regular watch. -Failure to meet this Screen Out Element will result in an ineligible rating.

Licensing/Certification (Selective Placement Factor): In addition to meeting the experience requirement of this position, applicants must possess a valid:
US Coast Guard Merchant Mariner Credential (MMC) endorsed as First Assistant Engineer of Motor Propelled Vessels of Any Horsepower (unlimited),
Standards of Training and Certification of Watchkeeping (STCW) certification, and
Transportation Workers Identification Credential (TWIC) card.

PHYSICAL EFFORT:
Must exercise moderate to heavy physical effort in handling engine room equipment. Work is usually dirty, dusty and greasy; and is performed in cramped quarters. Frequently exposed to possibility of cuts, scrapes and infections.
WORKING CONDITIONS:
Works primarily aboard a Hopper dredge but may at times work on other Army Corps vessels, barges, launches. Worker is frequently exposed to above normal temperatures and noise levels, confined spaces, and the danger of falling on slippery decks, etc. When assisting in repairs, there is danger of cuts, bruises, electric shock, and broken bones. Danger of drowning exists. Subject to dust, grease, and soiling of clothing and skin surfaces.
