You will serve as a PROGRAM MANAGER (RAINMAN) in the N5/N7 DIRECTORATE of COMMANDER THIRD FLEET.
Duties
You will develop and implement procedures to facilitate the flow of work for subordinates.
You will coordinate the human capital planning and budget requirements in support of staff and contracting requirements.
You will develop organizational work plans, short and long range schedules, priorities, work assignments and position structures.
You will provide government oversight and technical direction to contractor personnel.
You will lead technical efforts to design and field effective quantitative and qualitative analytic research capabilities.
You will coordinate with stakeholders across the Department of the Navy.
You will develop, sustain and modernize the analytics and artificial intelligence (AI)/machine learning (ML) roadmap.
You will provide guidance to the Training and Readiness Investments Program Manager regarding the development, planning, management and implementation of data proposals and resource requirements.
You will be responsible for oversight of the implementation process for approved enterprise analytic programs and projects.
You will plan, schedule, and carry out major projects concerned with data management, data analytics, artificial intelligence and IT modernization.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
GS-14:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing data management operations by evaluating resource and logistical requirements (e.g. manpower, training, material, budget execution) to plan, and carry out analytical studies or projects that identify statistical trends or patterns in order to develop program recommendations improving overall mission readiness for naval fleet operations.
