This position is located within the Regional Support Services Program, Mid-Atlantic MWR Department, Fitness/Sports and Fleet Recreation Division, Fitness/Sports Branch/Sewells Point, Naval Support Activity, Norfolk. The purpose of this position is to provide service to eligible patrons of the parks, ball fields, and outdoor courts located at Naval Station Norfolk and NSA Norfolk.
Duties
A. Supervisory Duties
The incumbent plans the work of the unit, establishes procedures, and makes recommendations to the Operations Manager on ways or methods to improve quality and timeliness. The incumbent is responsible for making informal recommendations concerning such personnel matters as staffing needs, promotions, reassignments, or other status changes affecting assigned personnel. Approves leave, directs on-the-job training to develop employee skills, advises employees of performance requirements and their progress in meeting those requirements, discusses corrective measures to improve performance and prepares formal performance appraisals. Resolves informal employee complaints, provides general explanation of the nature and basis for personnel policies and procedures. Maintains effective employee and management communications and promotes an equal employment opportunity climate.Directly Supervises:(1) Maintenance Worker NA-07(4) Tractor Operators NA-05B. Non-Supervisory Duties1. Oversees all operations of the parks program at Naval Station and NSA Norfolk. This includes ensuring that all areas are kept maintained for programs (picnics, special events, sports gatherings) and that the schedule is maintained without conflicts in timing.
2. Performs maintenance and repair of the physical structures and grounds of all assigned areas. Determines and establishes maintenance criteria and the relative priority of projects to be performed on the grounds and buildings. Participates in developing long range plans for future projects.
3. Maintains picnic areas, ball fields and other assigned areas by cutting grass, planting shrubs, lining ball fields and general landscaping duties as necessary. Maintains jogging trails and provides oversight for mulching projects.4. Recommends major repairs that cannot be accomplished by incumbent and staff.III. FACTORSA. KNOWLEDGE REQUIRED BY THE POSITION1. Knowledge gained through experience which enables the employee to competently and independently carry out continuing recreation projects or programs through proper application of the principles, concepts, and techniques of recreation to the specific needs of the projects or programs at hand.2. Knowledge of upkeep and maintenance of buildings, grounds, athletics and recreational field preparation, seeding, fertilizing, cutting grass, trees and shrubbery. Exercises knowledge in purchasing material and equipment required for upkeep of grounds.3. Incumbent must possess skill in personnel management and supervision. Must have strong conflict resolution skills needed to diffuse issues with patrons or staff.
4. Incumbent must have knowledge of Navy Safety standards, MWR Department policies and procedures.
5. Incumbent must have working knowledge of principles of construction and grass cutting and ball field preparation. Must have productive ideas on use of material and methods insuring effective use of the most economical procedures and techniques and modernization of tools and equipment.
Requirements
- Must pass all applicable records and background check.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Valid Driver's License
- The work is performed both in an office setting and outdoors in the park areas; the incumbent may be either indoors and/or outdoors.
- Work may require prolonged periods of standing, walking, bending, and stooping. Lifting is often required. Much time may be spent outdoors exposed to the elements, particularly direct sunlight, heat, rain, wind and snow.
