This developmental position, located in the Facility Management Department, Finger Lakes Healthcare System, Bath VA Medical Center, Bath, NY, composes a career ladder structure to the full performance level of Maintenance Control Specialist GS-1601-11. The primary purpose of this position is to serve the Veteran through the maintenance and repair of the Bath VAMC's facilities equipment, which can be time consuming and demanding work.

Duties

Organize work to achieve approved goals, consulting with the supervisor when problems are encountered. Will perform under normal supervision and the more difficult work under closer supervision. As satisfactory progress is made, supervisory controls will gradually be lessened. Facility Equipment Maintenance Program Management Maintenance and operational knowledge of heating, ventilation and air conditioning systems, electrical distribution systems; normal and emergency power, uninterruptable power systems (UPS), multiple chilled water system, multiple industrial high pressure steam boilers, vertical transportation systems (elevators), sanitary and storm sewer systems, water treatment plant maintenance and facility access control system to predict maintenance needs and develop documented scope of work for preventative maintenance. Ability to apply Knowledge of the National Historic Preservation Act; Section 106, and the concepts and regulations to a facility equipment maintenance program within historic buildings. Knowledge of regulatory requirements to the facility equipment maintenance program to maintain compliance with The Joint Commission, NFPA, National Electric Code, and OSHA. Participates in or organizes and conducts meeting and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance and repair personnel, building tenants, equipment operators and others. This position is required to calculate cost transfers to building tenants using database information, man-hours and material costs. Contract Management Provides technical requirements and descriptions of work to be accomplished, contract technical specifications. Develops an independent Government estimate. Initiates required interdepartmental forms such as VA Form 90-2237 Purchase Request/Equipment Turn-In, VA Information Security 6500.6 Appendix A, Infection Control Risk Assessment (ICRA), and Interim Life Safety Measure (ILSM) Request, and Completes technical evaluations of contractor responses to VA issued Request for Proposal or quotations. Serves as COTR (Contracting Officer Technical Representative) and contract Coordinator for most services, maintenance, and repair contracts. Develops annual budgetary requirements for review and concurrence by the Facility Manager and Deputy Facility Manager for contracted maintenance and service work. Operations Support Duties Performs a variety of operational support tasks associated with maintaining and supporting the work performed within the organization Equipment Management Database& Reporting Maintains an equipment inventory, record of repairs and cost of upkeep of personal property, operating equipment and nonexpendable property in order to determine cost effectiveness of repairing or replacing systems using cost analysis and equipment history files. This position enters, edits, maintains, archives, oversees and generates equipment reports in the Automated Engineering Management System/Medical Equipment Reporting System (AEMS/MERS) or equivalent computer database and is the point of contact for any inquiries concerning training, software upgrades, entries and reports derived from the engineering equipment management module. Prepares special and recurring reports for review by the Construction and Maintenance Manager for submission to VISN Network officials, VA Headquarters (VAHQ), or VHA Center for Engineering & Occupational Safety and Health (CEOSH). Collects, analyzes and organizes data into appropriate report format using the ability to enter, manipulate and receive information through data bases and special PC programs. Interfaces with various Medical Center Departments to compile and submit Biomedical Engineering Resource Survey (BERS) and the Capital Resource Survey (CAPRES) in a timely manner. Perform other duties as assigned. GREEN ENVIRONMENTAL MANAGEMENT SYSTEM Serves as a management official responsible for enacting VA's environmental policy. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Mon - Fri 0800 - 1630 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility may be discussed during interview.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Computer knowledge and skills (MS word, MS Excel, MS Power point , VISTA ). Applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine building service equipment and engineering theories and practices. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of two (2) full years of graduate education or a master's degree meets the requirements for GS-9. Only education that is directly related to the work of the position is creditable. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . You will be rated on the following Competencies for this position: ClericalContracting/ProcurementIndustrial Equipment Operation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. Preferred Experience: COR Level 1 Computer Knowledge proficient in MS word, MS Excel, MS Power point , VISTA Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: In times of inspection and field work, this position requires standing long periods of time, walking, crawling, climbing, bending and sitting in out of the way places which includes steam tunnels, attics and sub-basements. Work Environment: Occasionally is subject to uncomfortable and possibly dangerous working conditions and exposure to the hazards, such as: cuts, bruises, electrical shock and chemicals that are normally encountered in facility maintenance and repair operations. Work could be in temperature extremes, and inclement weather. Incumbent could also be exposed to contagious diseases when working in patient areas. Safety procedures are followed and appropriate protective safety gear is used for the specific work area or task.
