The full-time permanent Nurse Practitioner (Mental Health CBOC Program Manager) position is located in the Department of Veterans Affairs, Tennessee Valley Healthcare system (VA TVHS), Mental Health Care Line (MHCL).
Duties
The Nurse provides up to 65% management services, to include: oversight of administrative and programmatic resources and of the Primary Care Mental Health Integration (PCMHI) and Behavioral Health Interdisciplinary Program (BHIP) for programs that deliver treatment and related services and interventions including medication management, assessment, case management, psychotherapy, and education for Veterans with a full range of mental health treatment needs. Responsible for directing the activities of multidisciplinary clinical teams comprised of psychiatrists, social workers, advance practice nurses, counselors, peer support specialists and program assistants. Duties include managing all aspects of the Mental Health BHIP and PCMHI CBOC programs. Therefore, duties include comprehensive planning, developing and implementing programs, policies and procedures; determining program needs; overseeing the type, quality and quantity of services provided; setting priorities; and establishing short- and long-range program goals, initiatives, and direction; ensuring compliance with policies and procedures of the MHCL. TVHS, VISN and federal rules and regulations; ensuring compliance with current performance measures; maintaining high standards through the review and judicious application of evidenced based practices, practice guidelines, and best practices methodology; developing quality management and performance improvement practices, and reporting the results to the Director of Outpatient Mental Health. The Mental Health CBOC Program Manager ensures the CBOC meets and exceeds Joint Commission and CARF accreditation standards.
Discipline specific clinical knowledge and administrative knowledge of mental health clinic settings is required. This includes knowledge of contemporary behavioral science theories and practice including evidence-based practices and techniques. The incumbent must possess the analytical ability to research, assemble, and compile information and data, evaluate, the results against appropriate standards, and recommend corrective action where indicated. The work requires an ability to plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
PMHNP-BC Psychiatric-Mental Health Nurse Certification required
Required: Nurse Practitioner License and RN license is required.

Qualifications
Advanced Practice Nurse (Nurse Practitioner) Basic Requirements
English Language Proficiency. In accordance with 38 U.S.C. 7402(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education: A post-master's certificate or master's or doctoral degree as a Nurse Practitioner. (Applicants pending the completion of educational requirements may be referred and tentatively selected but may not be hired until the education requirements are met.) Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or
The Commission on Collegiate Nursing Education (CCNE).
NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.
License and Certification:
License. All APN (NPs) must possess and maintain an active, current, full, and unrestricted APN license to practice as an NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Basic Certification. All APN (NPs) must maintain full and current board certification in an area of clinical specialty from one of the following: the American Nurses Credentialing Center (ANCC), American Academy of Nurse Practitioners Certification Board (AANPCB), or other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared.
PMHNP-BC Psychiatric-Mental Health Nurse Certification required

NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and an APN (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

Physical Requirements: You must be able to perform work that requires regular and recurrent bending, lifting 30 pounds or more, stooping, climbing, twisting and/or bending, standing and/or walking almost constantly during the course of the day, reaching above the shoulder, stretching, and similar activities supporting various weights; walking and standing for 8 hours; frequent pushing medication carts, wheelchairs, litters, beds; use of fingers, both hands and both legs; emotional stability (you must be able to care for Veterans with various medical and psychiatric illnesses who at times may exhibit unpredictable behavior and may have the potential to be physically or verbally assaultive); near vision correctable at 13" to 16" / far vision correctable in one eye to 20/50 and to 20/100 in the other / both eyes required with ability to distinguish basic colors; hearing aid permitted in order to sufficiently hear various alarms and respond immediately
