The full-time permanent Mental Health CBOC Program Manager position is located in the Department of Veterans Affairs, Tennessee Valley Healthcare system (VA TVHS), Mental Health Care Line (MHCL). The incumbent provides up to 65% management services, to include oversight of administrative and programmatic resources and responsibilities for CBOC Primary Care Mental Health Integration (PCMHI) and Behavioral Health Interdisciplinary Program (BHIP) programs.

Duties

VA offers a comprehensive total rewards package. VHA Physician Total Rewards. Pay: Competitive salary, annual performance bonus, regular salary increases. Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME). Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)Licensure: 1 full and unrestricted license from any US State or territory. CME: Possible $1,000 per year reimbursement (must be full-time with board certification). Malpractice: Free liability protection with tail coverage provided. Contract: No Physician Employment Contract and no significant restriction on moonlighting. Administrative Responsibilities (70%) Duties include directing, administering, and managing all aspects of the program, including comprehensive planning, developing and implementing programs, policies and procedures; determining program needs; overseeing the type, quality and quantity of services provided; setting priorities; and establishing short and long-range program goals, initiatives, and direction. Coordinates programming with program managers from other programs, as well as in the Mental Health Care Line with responsibility to negotiate service agreements and other forms of collaboration. Collaborates with discipline supervisors including psychiatry, psychology, social work, primary care, and nursing by providing input in hiring, performance reviews, incentives, and discipline. Collaborates with clerical supervisors for similar input. Duties with the clinical staff includes providing clinical consultation in utilizing evidence based therapeutic practices and clinical practice guideline; creating a work environment that acknowledges and respects widely divergent interests, points of views and discipline perspectives; and providing support, encouragement and direction to all staff. Triages and assigns referrals for services in a systematic way and makes treatment recommendations. Monitors for the provision of services to be delivered in a manner that meets VA guidelines and standards. Implements ongoing program evaluation and outcome projects using data-driven quality assurance processes including establishing and monitoring team production and performance standards; implementing patient treatment outcome and satisfaction projects; overseeing the completion of evaluation reports. Establishes and modifies clinic scheduling profiles for assigned MH CBOC staff. Approves and certifies timecards for MH CBOC staff. Regularly meets with staff, and on an as needed basis for urgent and emergent situations. Clinical Responsibilities (30%): Will establish and maintain therapeutic relationship and exercise professional judgment to provide treatment for Veterans and will provide at least 50% direct patient care. This care can include: medication management, direct services to selected patients and/or selected treatment programs; diagnostic interviews, assessments, psychotherapy, and case management to Veterans; provide behavioral expertise, education, and multidisciplinary consultation with and for other disciplines in the management of mental health clients; and assess the need for referral for additional services, as well as place referrals, for mental health clients. Other Significant Responsibilities: Has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests, and points of view. Serve on Medical Center, VISN and National VA committees as required or recommended. Assures the needs and rights of patients and other customers are met while also supporting VA missions. Consistently communicates with customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner, and handles conflicts and problems with patients and staff constructively and appropriately. Represent the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments. Protects printed and electronic files and data from unauthorized release, loss, alteration, or unauthorized deletion, and follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement. Work Schedule: M-F, 0730-1600, Alternate tours considered, Telework 2+ days/pp.

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Knowledge of, and ability to appropriately utilize, evidence-based practices and clinic practice guidelines and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Physical Requirements: The work is largely office based and in a sedentary setting. No manual labor is required above ordinary situations. Incumbent must be capable of using a computer given that all clinical charting is electronic.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
