The position serves as a Program Manager under the supervision of the Director, Office of Regulatory Analysis and Evaluation. The Regulatory Analysis Division has a primary responsibility for the implementation of Executive Order 12866, which requires the development of a Regulatory Impact Analysis or Regulatory Evaluations in support of Department and Agency policies and objectives.
Duties
A major function of the Office of Regulatory Analysis and Evaluation is to conduct regulatory analyses for the independent assessment of all the impacts of rulemaking actions undertaken by the Agency.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience conducting analysis of the societal impacts (such as costs and benefits) of automotive technology countermeasures, or human behavioral countermeasures designed to improve motor vehicle safety and/or fuel efficiency.
Experience providing leadership and/or guidance to junior personnel performing analyses and/or providing leadership of projects involving other team members.
Experience preparing and presenting results from analytical studies to management and/or the general public.
Experience with regulatory process used to establish Federal Motor Vehicle Safety Standards and/or Corporate Average fuel Economy standards or other governmental standards designed to improve vehicle safety or fuel efficiency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in applying analytical concepts to evaluate regulatory proposals.
Ability to identify and develop policy issues and recommendations.
Management and/or team leader skills, including the ability to direct and manage human resources.
Communication and presentation skills.
Knowledge of economic principles and/or engineering or statistical concepts as they apply to motor vehicle safety and/or fuel economy issues.
