This position is located within Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). This position requires the performance of a variety of program-related assignments in one or more front-line, core workforce development line of work.
Salary Range for the following locations:
San Antonio, TX: $60,823- $114,663
Dallas, TX: $65,145-$122,811
Los Angeles, CA: $69,729- $131,452
This position is inside the bargaining unit.
Duties
This is a career ladder progression position; the duties described below are at the GS-12 level. If selected at a grade below GS-12, the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance.
At the GS-12 grade level, the incumbent:

- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
The Apprenticeship and Training Series, GS-0243, has basic requirements for positions covered by this standard. Applicants must meet both the basic requirements (IOR) and specialized experience for the specific grade level to qualify.
Individual Occupational Requirement (IOR):
GS-7 and above: There is no education substitution in lieu of Specialized Experience.
Specialized Experience (for positions above GS-5): Experience in the development or administration of apprenticeship programs or other occupational training programs involving the systematic development of worker skills on the job. This experience must have demonstrated:
Knowledge of the functions, purposes, and practices of apprenticeship or other industrial training; and understanding of the knowledge, skills, and techniques involved in the practice of apprenticeable trades;
Knowledge of the practices, operations, and content of occupations in one or more fields;
Knowledge of training methods and related worker utilization practices for the improvement and better use of workers' skills; and the ability to apply this knowledge in identifying work force and training problems, analyzing such problems, and advising on their solution;
Understanding of industrial relations problems and practices and of the traditions and attitudes of labor and management in relation to programs involving apprenticeship or other training on the job; and
Ability to deal effectively with management, labor, and other appropriate officials on training matters.
Examples of qualifying specialized experience include:
Working member of a functioning joint apprenticeship committee.
Employer training official or officer of a union or trade association whose duties included the development or administration of an apprenticeship program or other industrial training program.
Coordinator or director of a training program for apprenticeable occupations or other training activities.
Training representative or administrator in the field of apprenticeship, working with labor or management.
Vocational teacher or instructor in an apprenticeable occupation.
GS-9 Specialized Experience Requirements:
In additional to meeting the IOR requirement, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled.
Specialized experience must include 2 out of the following 3 statements:
Experience in developing and/or administering occupational training programs to develop the skills of workers;
Experience interpreting and/or applying Federal regulations such as labor standards to safeguard the welfare of apprentices and promote equal opportunity for apprentices;
Experience researching and/or analyzing training programs to advise management on trends and/or process improvement.
GS-11 Specialized Experience Requirements:
In additional to meeting the IOR requirement, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled.
Specialized experience must include 2 out of the following 4 statements:
Experience researching and/or analyzing training programs to advise management on trends and/ or process improvement for better use of workers skills;
Experience analyzing legislation that impact employment and training such as The National Apprenticeship Act, Equal Employment Opportunity (EEO) In Apprenticeship, or Registered Apprenticeship Programs;
Experience writing reports and/or providing verbal presentations on training programs;
Experience utilizing existing procedural guidelines to conduct Program Assessments.
GS-12 Specialized Experience Requirements:
In additional to meeting the IOR requirement, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled.
Specialized experience must include 3 out of the following 5 statements:
Experience researching and analyzing training programs to advise management on trends and process improvement for better use of workers skills;
Experience analyzing legislation for compliance that impact employment and training such as The National Apprenticeship Act, Equal Employment Opportunity (EEO) In Apprenticeship, or Registered Apprenticeship Programs;
Experience writing reports and/or providing verbal presentations promoting apprenticeship and/or industrial training;
Experience with the State Apprenticeship Council(s) and/or maintaining a relationship with governmental and non-governmental agencies in the apprenticeship field;
Experience in promotional and developmental work for a wide range of types of industrial training, including new and/or difficult training methods and other on-the-job training, and/or new special programs for training or retraining of workers involving Federal funds.
