The primary purpose of this position is Program security management and execution of all security policies and requirements for specific Department of Defense (DoD) special access programs (SAP), sub compartments, or projects, for which the Commander, United States Special Operations Command (USSOCOM) maintains overall responsibility.
Duties
Program security management for special access programs.
Administers personnel security management for special access programs.
Administers information systems (IS) security management and information security management for special access programs.
Administers physical security management and industrial security management for special access programs.

- Must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartmented Information (SCI).

- This position is subject to provisions of the DoD Priority Placement Program.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

- Overtime may be required as workload demands and in some cases with no-notice due to the urgency of time sensitive operational requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applied extensive knowledge of special access program security management and administration as PSO to independently analyze and resolve difficult and highly complex security problems to successfully operationally deploy and employ extraordinarily sensitive special operations platforms and capabilities globally and in secrecy. Applied mastery knowledge of DoD special access program security policies, instructions, and procedures as PSO for the development, implementation, and enforcement of program-specific security policies and procedures coordinated among multi-service organizations in a variety of work situations that satisfactorily addresses multiple security objectives. Applied comprehensive knowledge of the DoD Overprint to the National Industrial Security Program Operating Manual Supplement including revisions. Applied comprehensive knowledge of Joint Air Force/Army/Navy (JAFAN) Manuals 6/0, 6/3, 6/4, and 6/9 governing protection of DoD special access programs. Applied mastery knowledge of DoD policy governing personnel security clearances and personnel security investigations for access to DoD special access programs and Intelligence Community Policy Guidance personnel security adjudicative guidelines for determining eligibility for access to Sensitive Compartmented Information. Applied extensive knowledge of the organization, structure, and missions of DoD, Joint Staff and the Combatant Command, Services, and defense intelligence agencies to effectively plan and implement areas of mutual security support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of special access program information, personnel, physical, information system, and industrial security concepts, principles, and practices.
Knowledge of DoD and USSOCOM SAP security policies and procedures necessary for the security management and administration of special access programs.
Knowledge of the organization, structure, and mission of the Department of Defense, Joint Staff and Combatant Commands, the Services, and intelligence agencies.
Skill in developing, analyzing, evaluating, and applying complex security concepts and principles to meet mission requirements and improve security of special access programs.
Ability to establish effective working relationships with co-workers and professionally interact with officials at all levels toward to facilitate mission accomplishment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
