The primary purpose of this position is to serve at an Air or Space Force installation, major responsibilities include completion of administrative functions, budget execution, and implementation of primary prevention education and training for the total base population.

Duties

Ensures primary prevention education and skill building of two or more behaviors is implemented as designed, monitored for fidelity, and evaluated in accordance with DoD and DAF guidance. Supports the Installation Community Action Team (CAT) in executing established initiatives.Ensures support is provided for CAT; promotes a fit, resilient and ready force through cross-functional education and training, campaigns and programs. Ensures program compliance with regulations, laws, policies, and directives associated with mandated administrative support programs. Responsible for programs to include, but not limited to, task management, Government Travel Card (GTC), Defense Travel System (DTS), Government Purchase Card holder (GPC), office supplies and promotional materials that are affiliated with organizational function and/or program execution. Performs other clerical and administrative work in support of the program(s).Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation. Maintains current knowledge on administrative, clerical, and procedural requirements. Accomplishes professional development and maintains technical proficiency. Completes and maintains credentialing, continuing education and certifications outlined for the prevention workforce and as necessary to provide required trainings (i.e. certification as a Master Resiliency Trainer, or DoD SPARX Prevention Training).

  • May be required to work overtime, weekend, holidays, or shifts in order to accomplish mission requirements.
  • Must obtain, maintain and renew credentialing as required by a credentialing board identified by the DoD Board and specified in policy.

  • Work may require travel away from normal duty station via military or commercial aircraft or motor vehicle to accomplish temporary mission assignments.
  • A bachelor's degree or higher in a behavioral, social science, or related discipline appropriate to this position is preferred.
  • Knowledge and experience within primary prevention is highly desired.
  • Given the sensitivity of the position, a criminal background check must be completed.
  • Incumbent must meet screening/suitability criteria listed in DAF and DOD guidance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS-0101. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successfully completed a graduate level degree in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of violence. 2) Providing knowledge of a wide range of delivery systems relating to violence prevention and the multiple uses of such systems. 3) Using knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. 4) Using various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. 5) Communicating effectively, orally and in writing. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of violence. Thorough knowledge of a wide range of delivery systems relating to violence prevention and the multiple uses of such systems. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
