THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Airlift Wing (AW), East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG. Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection.

Duties

A Recruitment Incentive of up to $5,000 may be paid to a selected applicant who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position. A Relocation Incentive of up to $5,000 may be paid to the selected applicant if he or she is a current federal employee of the US Federal Government. Acceptance of this incentive confers a two-year service agreement in this position. A Biweekly Retention Incentive of up to 10% may be authorized for the selected applicant of this position, providing that the selectee is eligible. Employees currently serving a trial period are not eligible for a Retention Incentive, and the employee must have a current rating of record of at least Fully Successful to eligible. A signed two-year service agreement is required before the Retention Incentive can begin to be paid. JOB SUMMARY: The primary purpose of this position is to carry-out a wide range of public affairs assignments that include elements of visual information, social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to: Coordinates the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities. Researches, drafts, coordinates, produces, and reviews public affairs products such as, web-based content, photographs, videos, news and feature articles, news releases, talking points, fact sheets, briefings, speeches and scripts, newsletters, and other materials. Maintains effective working relationships with officials of various senior wing leadership, civic, news media, community groups, Department of Defense personnel, as well as local, state and national government officials, and the general public. Manages audio visual equipment for section. Creates new, adapts, or modifies accepted communication campaign formats to reach a target audience with a specific message.

Requirements

  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.

  • Must be able to obtain and maintain a secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 or 36 months of specialized experience in the following: GS-07 REQUIRES 12 MONTHS: Experience, education, or training in written communication. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing letters and memorandums on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information. Experience participating in meetings with specialized groups to listen to and understand feedback. GS-09 REQUIRES 24 MONTHS: Experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. GS-11 REQUIRES 36 MONTHS: Experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and ability to apply written and oral communication principals, practices, techniques and methods serves as the foundation for the completion of assignments. Knowledge of interpersonal relations practices and the ability to apply statistical methods to the analysis of program data. Skill to locate archived subject specific print and broadcast media materials and utilizes these as historical background material for developing current articles on the same subject or issue. Ability to apply general and specializes statistical methods to the analysis of communication campaign surveys to assess communication campaign effectiveness in reaching the desired target audience. Ability to apply statistical methods to the analysis of public affairs program effectiveness and efficiency in reaching established goals and objectives. Ability to utilize personal judgment and knowledge of wing level ANG programs and their issues to determine if controversial information should be released for internal/external public use. Ability to apply inter-personal communication skills to the building of effective relationships with media representatives, community groups and other internal/external audiences, to insure open lines of communication between the wing's ANG PA office and potential audiences. FL 1-8 is not met. Knowledge of a variety of PA programs, activities and functions and a mastery of communication principals, methods and techniques in order to resolve issues that are controversial with many and often divergent opinions which require deeper analysis to identify specific issues for discussion and the ability to communicate the ANG's position in a manner that is not offending or inflammatory. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
