This position is located in the National Weather Service (NWS), Office of Observations (OBS), National Data Buoy Center (NDBC), Resources Branch, with one vacancy in Stennis Space Center, MS. Duties

As a Management Analyst, you will perform the following duties: Serve as a source of knowledge for organizational management for the Resources Branch. Identify problems and make recommendations concerning the efficiency and productivity of administrative operations in different components of the National Data Buoy Center (NDBC). Monitor program-funding status with readily available data. Gather, analyze, and summarize clear-cut financial data for inputs into the budget plan. Assist the organization Agreements Manager in drafting, reviewing, editing, processing and filing a full range of inter-agency reimbursable and service-level agreements. Manage government purchase card and government travel card programs. Reconcile purchase card charges and travel vouchers, and review transactions for appropriateness against the Agency Purchase Card Program and Federal Travel Regulations. Audit government travel authorizations and reimbursement vouchers for accuracy and compliance with Federal Travel Regulations. Apply management, administrative, and evaluative techniques when conducting studies for the improvement of workflow efficiency within the NDBC. Recommend the establishment of administrative policies and procedures for implementation throughout the NDBC. Assists the Property Accountability Officer in performing property management.

Qualifications

This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-09 level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal Service. Specialized experience MUST include all of the following: Assisting upper-level management with administrative operations; Assisting in the monitoring of an organization's budget; and Participating in preparing or reconciling purchase card charges or travel vouchers. OR EDUCATION: Master's, equivalent graduate degree, or 2 full years of progressively higher education leading to such a degree, or LLB. Or J.D., if related. OR COMBINATION: A combination of education and experience as described above.

Education
