Duties
Administers support of the Organizational Messaging System (OMS), Command and Control Office Information Exchange (C2OIX), DoD Enterprise Email (DEE), and SIPRNET operating over communications networks.
Operates communications equipment. Identifies and initiates actions to salvage work or complete function. Provides direct customer assistance for communications-related problems/outages associated with the oversight of defense message distribution.
As an OMS SA, administers and maintains OMS, DEE and related Windows server and PC systems to ensure equipment/systems are fully capable of managing and passing all types of messaging traffic without interfering with the existing site operations.
Assists in install/maintenance of OMS enterprise components including loading and fine-tuning the operating system and application software, configuring the hardware into the local environment, and integrating the components onto the network.
Alternate Key Management Infrastructure (KMI) Operating Account Manager (KOAM) , responsible for the receipt and accountability of all equipment assigned.
Coordinate actions with the Staff CMS Responsibility Officer, the Electronic Key Manager, and other personnel to maintain an accurate inventory of Controlled Cryptographic Items (CCI).
Responsible for the security and operations of the Security Operations Center Security Operations Center (SOC). Ensures all visitors are logged in and out of the SOC, with proper identification and valid security clearances.

In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as Maintaining Communications Security (COMSEC) systems by assisting in troubleshooting system hardware OR operating system software OR peripheral platform equipment; providing system support for a Network (Local Area Network (LAN) and/OR Wide Area Network (WAN), and/OR Enterprise Local Area Network (ELAN).

Education
Substitution of education for experience:
A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.
