This position is located within the Office of the Director, Command Suite, at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

Major Duties In consonance with the Privacy/FOIA Officer, the employee advises facility staff on Title 38 United States Code (U.S.C.) Sections 5701, 5702, 5705 and 7332 (series, or as amended), Privacy Act, FOIA and, where appropriate, HIPAA requirements, policies, and procedures. Assists in preparing, receiving, reviewing, and verifying Privacy and FOIA request documents. The employee provides updated privacy information to staff to ensure that government and industry best practices for health care and executive agency privacy are understood and met. compiles data or information from files or from other departments, such as HIMS, to complete audits. Documents and provides corrective assistance for deficiencies found based on assessment and risk analysis results, as well as incident report reviews. Researches, formats, and compiles comprehensive, concise technical reports for review by the Privacy/FOIA Officer and Medical Center Director. Routinely reviews all facility developed forms (paper, electronic and web-based) that collect personal information, for the presence of appropriate Privacy Act statements Submits new, or changes to existing, policies and procedures through the Privacy/FOIA Officer to local committees for approval and wider distribution. The employee resolves issues by clarifying the request and providing the rationale to release/not release information, etc. Assists the Privacy/FOIA Officer in the compilation and submission of the facility's annual FOIA report. As needed, the employee explains the use and release of records to the general public, including callers/visitors to the facility. Ensures entry and completion of all FOIA requests as required by VA and VHA's FOIA implementing Regulations, within established timeframes. Interprets record retention requirements as related to Privacy/FOIA requirements, as outlined in VA polices and regulations and provides related guidance to the Records Liaison Officers (RLOs). To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS- 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Full Performance GS-09 Level Specialized Experience: You must haveat least one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled? Specialized experience includes: Working with the Health Insurance Portability and Accountability Act (HIPAA), HIPAA Privacy Rule, and regulatory, licensing and accrediting agency requirements, such as the Joint Commission, related to collection, use, maintenance, storage and release of health information. Working with and providing advice on Privacy/FOIA programs and areas such as: Title 38 U.S.C. Sections 5701, 5705, and 7332, the Privacy Act (PA) and Freedom of Information Act (FOIA) legislation and implementing regulations, Executive Orders, Federal and agency policies and procedures, case law, and precedent decisions related to information disclosure, security, privacy, and protection. Applying research techniques in order to gather factual evidence related to responses to requests for information, complaints, and allegations of non-compliance with regulations. Possessing effective oral and written communication skills in order to explain Privacy/FOIA requirements and procedures to management and staff; defend findings and recommendations to management; and prepare written responses, reports, and information materials for a variety of audiences. - OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related Ph.D. or equivalent doctoral degree which demonstrate the knowledge, skills, and abilities necessary to do the work You will be rated on the following Competencies for this position:Administration and ManagementOral CommunicationReasoningExperience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The Government Information Specialist is required to perform privacy walk-throughs throughout the facility, travel to surrounding Clinic Based Outpatient Clinics, and visit local Business Associates place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands.
