The incumbent serves as a Supervisory Program Specialist to the Administrative Officer (AO), Integrated Health Service (IHS) for the Orlando VA Medical Center and provides support to the section chiefs for Care Management and Community Health.

Duties

Incumbent is responsible for planning and directing the work of 18.0 Administrative Support Assistants, GS-0303-06. These employees are engaged in determining patient eligibility, coordinating care in the community, communicating with non-VA providers, ensuring HIP AA laws and regulations are followed, contacting Veterans to assist with care coordination the plan of care, and tracking all Veterans using patient databases. Plans work to be accomplished by the subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Evaluates work performance of subordinates; Gives advice, counsel, or instruction to employees on both work and administrative matters. Provides personnel management and administration for Care Management, Integrated Health Service at the Orlando VA Medical Center; Coordinates personnel actions, maintains personnel-related records, establishes performance standards, competencies, recommends performance ratings, writes position descriptions, provides human resource advisory services to managers, and handles matters involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances, etc. Prepares resource requests, recruitment ads, and manages all aspects for employee recruitment for the service. The incumbent provides guidance to staff regarding tours of duty and overtime, and selection of candidates for nonprofessional positions. Work Schedule: Mon - Fri 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in the total health care delivery system works which includes the functions of the various services of a hospital and how they interact, the administrative requirements of other services such as the fiscal, personnel, surgical and medical services medical staff organization and accepted standards of practice. The incumbent must have experience and ability to work with people effectively and deal with patient complaints to assure a positive outcome. The incumbent must have knowledge of medical terminology, the state-of-the-art health care and where various medical services can be acquired from outside sources. The Chief of IHS must share in ensuring that administrative systems supporting medical care are practical and effective and that the IHS service staff is trained adequately to provide the needed support. An in-depth knowledge of the requirements, laws, regulations, and practices administered by IHS, more specifically Non-VA Purchased Care and Care Management practices. The incumbent must possess experience of the substantive nature of operating programs and the interrelationships among the programs as well as a high degree of analytical ability and knowledge of statistical and budget principles. Experience in managing a large organization with the ability to set priorities; use time effectively; meet and deal with people; delegate work effectively; give clear instructions; write clear reports; design and implement practical administrative and technical systems. The incumbent must have experience of government-wide and agency personnel management requirements, policies, and systems. The incumbent must have experience of performance improvement concepts and ability to lead and facilitate teams. Experience in regulations, directives, and policies that govern Care Management, Scheduling, Hospital Admissions, ongoing monitors, and reporting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have.a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves duties, which are performed in an office setting where demands range from sedentary to periods which also require considerable walking throughout the hospital or standing to observe and study work operations.
