The primary purpose of this position is: To serve as the Skills Development Program Director, operating facilities for multi-crafts, woodworking, engraving, and automobile servicing and repair in a financially responsible and business-like manner.
Duties
Plans, directs, and supervises the development, coordination and administration of an enhanced military recreation program which is diversified and serves a participant community of active duty, retired military, reserve forces, their dependents, and authorized civilian employees
Performs supervisor personnel management responsibilities over assigned employees
Develops comprehensive annual budget and fiscal requirements to meet planned program objectives and maintain internal controls
Directs the maintenance and care of facilities and equipment and recommends facility construction/alterations and renovation projects and monitors repair and maintenance of existing facilities and equipment
Maintains effective communications with subordinate workers, co-workers, superiors, customers, and others

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188.
SPECIALIZED EXPERIENCE: One year of specialized experience at the GS-07 (or higher) grade level or equivalent in other pay systems. This experience must have demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. This education was received in an accredited college or university. Additionally, the major study was in general recreation, or one of the appropriate fields of recreation such as: outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: You must submit a copy of your transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of the principles, methods, and techniques for planning, developing, implementing, and managing a diverse recreation program offering a wide variety of activities and services.
2. Knowledge of personnel regulations, policies, procedures, programs, and rules in order to plan, organize and direct a diverse workforce.
3. Knowledge of the various methods, techniques, and procedures for publicizing Skills Development and related recreational programs and activities through all available media, and skill in publicizing and promoting programs and activities.
4. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of recreational programs; and in effectively organizing and utilizing available resources within the program framework.
5. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and or trends and skill in applying this knowledge to improve the community.
6. Skills in written and oral communication to review and edit a wide variety of staff summary sheets, reports, briefing slides, and management responses to higher levels of management and to prepare and present briefings for a variety of audiences. Ability to manage and supervise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
