Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Cargo and Conveyance Security, Trade Operations Division, located in Washington, D.C.
Duties
In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).
Planning, organizing, coordinating, controlling and evaluating the activities of the Trade Operations Divisions; directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and administrative in nature
Leading complex projects, defining critical quality factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time
Serving as the project leader for Program Segment and/or Program Office projects as a Subject Matter Expert (SME). Providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project
Providing technical advice on strategic issues; collaborates with other Program Offices across CBP and other components within DHS to improve end-to-end processes throughout the Program Office/component, or equivalent organization; utilizing analytical methodology including, but not limited to, a wide range of statistical methods and tools, mathematical techniques, and process mapping
Directing a team of Program Managers providing diverse programs or services; reviewing and recommending action on current and budget year programming and reprogramming actions to assure effective objective accomplishment within available resources
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing the overall planning, direction, and timely execution of a program or several program segments
Leading complex projects, often cutting across organizational/activity lines
Providing technical advice on strategic issues
Implementing quantitative and qualitative methods within the scope of the respective project
Managing organizational changes or major change to the structure and content of the program or program segments directed

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/26/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
