About the Position: Incumbent will serve as Installation Forester and Chief, Forestry Office and is responsible for the development, implementation, monitoring, and evaluation of a highly diverse forest management program on approximately 51,316 acres of land with approximately 34,00 acres of forest.

Duties

Responsible for the development, implementation, monitoring, and evaluation of a highly diverse forest management program on ~34,000 acres. Maintains forest inventory and directs habitat development for the benefit of endangered species and responsible forest management. Ensure the wildland fire program meets National Wildland Fire Coordinating Group (NWCG) program management standards. Serve as the Wildland Fire Program Manager. Ensure wildland fire personnel are trained, equipped, and conduct fire operations safely. Supervise and oversee the forest management program and the wildland fire program. Prepare briefings and other documents for high-ranking military and civilian officials and participate in meetings as the forestry and wildland fire subject matter expert. Develop and execute forestry and fire management plans in coordination with military training and in compliance with NEPA mitigation measures. Develop and execute budget; purchase vehicles, equipment, and supplies; program project and budget requirements for future years.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have or be able to obtain a CDL Class B License to operate a truck used to transport a crawler tractor.
  • This job has been designated as a Testing Designated Position (TDP). This position is subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing.
  • Tentatively selected applicants will be required to sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program).
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for a Supervisory Forester: Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: 1) Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. 2) Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. 3) Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) executing a forest management program to accomplish multiple objectives, including habitat management/development for endangered species, and protection and utilization of areas to meet present and future demands; 2) executing a wildland fire management program in compliance with NWCG standards and federal, state, local, and military laws and regulations; and 3) providing technical expertise and advice to stakeholders for program operation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
