This position is located at Bureau of the Fiscal Service, Wholesale Securities Services. As a Management and Program Analyst, you will be you will be analyzing the efficiency and effectiveness of programs, report findings and make recommendations to management officials, and implementing new methods and procedures.
Duties
As a Management and Program Analyst, you will:
Analyze, evaluate, and determine the impact of new or proposed legislation, regulations, and policies affecting programs; recommend and implement proper method(s) of satisfying requirements; and present options to management in written products and oral briefings.
Develop and conduct briefings, presentations, and meetings on job-related subjects. Present findings, conclusions, and recommendations to management officials in both oral and written form.
Comprehend and translate general concepts and guidance into specific, actionable recommendations and plans.
Develop and maintain knowledge and understanding of the strategic goals and objectives communicated through the Treasury, Fiscal Service, and Debt Financing Strategic Plans, the annual WSS Debt Financing Operational Plan, and the FRS Fiscal Agent Domain Operational Plan, and the impact of the guiding principles communicated through these plans on the Debt Financing Operations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Experience reviewing items against regulations and organizational procedures/guidelines to ensure compliance for formal audits. AND
Conducting studies and directing special projects; AND
Analyze findings and serve as an advisor to management by making recommendations to enhance the effectiveness of programs and operations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
