This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as the senior Chemical Engineering Technician for an industrial operation.
Perform a wide range of engineering technician functions and assignments during all the phases of the life cycle of major weapons systems.
Serve as the Hazardous Materials Approval Group coordinator and the Environmental Quality Coordination Committee representative for the depot’s industrial shops and shop support operations.
Work closely with the Depot’s environmental management, safety, fire prevention and industrial hygiene staffs.
Develop, provide technical decision making, and manage projects to achieve risk reduction targets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Tier 3 investigation.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Incumbent may be required an annual physical exam.
- Incumbent must have successfully completed 30-hours of OSHA Training for General Industry.
- Incumbent must have completed OSHA 2015, OSHA 7225 training, Transitioning to Safer Chemicals, OSHA 521 and OSHA 7100, ACGIH’s Basics in Industrial Ventilation, or equivalents.
- The incumbent must complete OSHA 3095 (Electrical Standards) or equivalent.
- Experience in managing industrial chemical risks including the translation of chemical safety data sheet (SDS) information into shop instruction and safety risk reduction.

Specialized Experience - GS-08 Level: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes assisting with packing chemical agents in accordance with established guidelines; recording collected data gathered by a filtration system; communicating with team member on the setup of decontamination station to safely conduct chemical and personnel recovery operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-07.
Specialized Experience - GS-09 Level: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes assisting with the maintenance of chemical equipment to ensure equipment is operational; assisting in packaging of chemicals or munitions in accordance with Federal regulations; selection of the proper level of OSHA personal protective equipment for the chemical hazard encountered. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-08.
Specialized Experience - GS-10 Level: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Assisting with the maintenance of chemical equipment to ensure equipment is operational; 2) Recording collected chemical, biological and/or radiological data for use by professionals; 3) Resolving problems in work assignment in accordance with relevant guidelines and protocols related to chemical and OSHA workplace safety. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-09
Specialized Experience - GS-11 Level: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes 1) Ensuring chemical equipment is operational through varying stages of operation and/or maintenance; 2) Collecting chemical, biological and/or radiological data for use by professionals; 3) Packaging chemicals in accordance with regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-10.
Specialized Experience - GS-12 Level: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Knowledge of and skill in the application of chemistry, engineering, materials science, and risk reduction principles and practices for both established and emerging methodologies; 2) Knowledge of environmental compliance requirements and environmental impact reduction methods related to industrial processes; 3)Providing technical advice to management on tasks associated with the development of test or procedures that will ultimately support a chemical operation; 4) Preparing and presenting briefings, project updates, status reports, and correspondence to ensure results and recommendations are understood and accepted. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-11.
