Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES(FMSS)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Protection Management The following are the duties of this position at the full working level. Incident Report Tracking 35% Plans and conducts comprehensive and detailed analysis of reported incidents to determine the effectiveness of the incident reporting program and to develop and present incident and threat information to IRS leadership to develop and implement corrective and preventative countermeasures. Manages the incident reporting software to ensure its capabilities remain scalable and to evolve with emerging threats and reporting requirements for the IRS. Coordinates and/or leads the weekly multiagency Threat Incident Review Council (TIRC) to ensure standardization and uniformity of all Level 1 incident reporting across agencies. From this meeting, produce an all-inclusive threat matrix to be distributed to the Senior Executive Team (SET). Manages and tracks the building closure reports, Leadership View, and ad-hoc report requests. Responsible for oversight of IRS Verification program (UFAN, Employee/CI verification, CI Fugitive) and Emergency Calls. Incident Analysis and Reporting 35% Uses technical expertise to prepare, review, analyze, and coordinate many administrative actions affecting the Incident Reporting Program. Develops, distributes, and executes incident reporting policies, standards, and procedures and reviews and makes necessary updates to IRM 10.2.8, Incident Reporting and other products. Plans and conducts initial and refresher training for all SAMC staff members to ensure compliance with incident processing requirements in the incident management system. Develops and implements training curriculum on incident reports for all IRS employees to ensure compliance with IRM guidance. As the (co)owner of IRM 10.2.8, develops and administers a quality assurance process to measure the program's effectiveness through a data collection instrument (DCI) and a random sampling process of all incidents reported to SAMC. Responsible for audit inquiries, research, responses and submitting audit closure packages to auditing agents. Process Improvement 30% As a senior analyst, provides critical analysis on threat and incident trends, identifies possible problems and issues, and presents various analytical products to leadership to improve one of FMSS' core missions in providing security services for the IRS. This position serves as the primary point of contact for SAMC, with a proficiency in threat analysis and intelligence. As the primary point of contact, consults with TIGTA, HQ Security Sections, and FMSS Security Field Operations on SAMC processes and procedures and provides detailed reports on incidents that affect the safety and operation of IRS facilities across the service. The position performs ad-hoc time-sensitive requests for information by senior leaders. Ensures all reports are clear and concise and readily understandable by both technical leadership senior-level management. Monitors the daily work progress of SAMC and provides coaching, instruction, and mentoring to junior staff members to ensure all policies and procedures are met. Resolves issues, when possible, before elevation to management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates expertise in managing 24/7 incident reporting and analysis operations is crucial for this role. This includes overseeing incident notifications, conducting security trend analysis, and adapting reporting systems to new threats. The ability to coordinate multi-agency meetings, develop threat assessments, and implement security policies is key. This experience is generally demonstrated by proficiency in quality assurance, responding to audits, and training others in incident reporting. Additionally, candidates should possess skills in process improvement, threat intelligence, and effective communication, particularly with senior leadership. The role also requires guiding junior staff and serving as a primary point of contact for security-related matters. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
