You will serve as a FOREIGN AFFAIRS SPECIALIST in the Policy and Strategy of DEPUTY UNDER SECRETARY OF THE NAVY.
Duties
You will serve as a foreign policy analyst and advisor with a focus on the People’s Republic of China and the INDOPACOM AOR.
You will serve as a policy analyst and advisor to the Deputy Under Secretary of the Navy and the Senior Director for Policy and Strategy on political-military affairs, legislative and economic matters, and security cooperation strategy and policy.
You will advise senior officials and maintain liaison with various governmental agencies and Executive Departments on policy matters.
You will prepare executive summaries on security cooperation strategies, policies, reforms, and international relations, and prepare documents and briefings to inform and advise the Deputy Under Secretary of the Navy and other senior officers.
You will review and monitor all source intelligence and public information concerning regional trends, organizations, security, economic and political decisions, and developments that affect security relationships with foreign countries.
You will serve as a policy analyst and advisor to the Deputy Under Secretary of the Navy on political-military affairs, legislative and economic matters, and security cooperation strategy and policy in the INDOPACOM AOR.
You will advise senior officials and maintain liaison with various governmental agencies and Executive Departments on policy matters with regards to the PRC.
You will review and monitor all source intelligence and public information concerning regional trends, organizations, security, economic and political decisions, and developments that affect security relationships with foreign countries.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to
travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you
fail to report to the drug test appointment or fail the test. You will be subject to random testing
- You must possess and maintain a final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to possess and maintain the required
level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
GS-14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience researching and analyzing international security/security cooperation affairs.
-Experience planning, managing, or executing security/defense cooperation activities.
-Experience formulating/recommending positions impacting security policies or strategies.
advising senior leaders/decision makers.
-Experience reviewing intelligence/information concerning regional trends, organizations, or economic/political decisions.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants MUST posses:
1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
