This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will act as a representative for the Government in negotiating with owners of real estate for the acquisition of property.
Duties
Plans, organizes, administers, and acquires by lease the requirements of the Armed Forces Recruiting Facilities Program.
Performs a variety of leasehold inspections to determine lessor compliance, damage assessments, preparation of leasehold modifications or upgrade plans, work completion, and acceptance of space. Terminates
Assists in the development of priorities insuring unbiased and fair treatment of all military service branches, coordinating with and resolving disputes as they arise.
Determines lease contract terms and conditions and insures lessor compliance in accordance with EC 405-1-15 and other governing regulations and directives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a valid state driver's license within 30 days of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-9:
Specialized Experience: One year of specialized experience which includes meeting TWO of the following: 1) Perform market surveys and/or real estate site inspections; 2) knowledge of real estate principles and practices to acquire and/or manage contracts; and/or 3) prepare correspondence, supplemental agreements, and/or real estate contracts. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Business, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: One year of specialized experience which includes meeting THREE of the following: 1) Manage and/or terminate real estate documents with a variety of ownerships; 2) perform market surveys to identify available property; 3) inspect facilities for suitability with regulatory guidance, and 4) negotiate leases with a wide variety of prospective lessors for new, renewal, or modification. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Business, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
