This position is located in the Bureau of Land Management (BLM), Medford District Office. The incumbent serves as an Administrative Officer providing leadership and guidance to the district on all matters related to budget and supervises other business programs that are critical to the district function.
Duties
The incumbent conducts a variety of management studies and evaluations of district processes, programs, organization workloads, and advises the District Management Team on administrative, operational, and/or program management adjustments in an effort to improve quality, productivity, and effectiveness. The incumbent is also responsible for advising the district leadership on all aspects of budget planning, development and execution. Oversees several district teams including the Workforce Planning Team and serves as the technical expert in the implementation and execution of automated financial management information systems and budget planning systems employed by BLM, providing guidance, training, monitoring, and installation. The incumbent ensures fiscal and programmatic integrity and enables program accomplishments to be carried out on schedule. The task involves intricate and varied work. Serves as Acting Deputy District Manager on an occasional basis.
This position possesses knowledge and understanding of a variety of business programs and services that are critical to the district and must understand these programs well enough to provide technical guidance and supervision to the staff in these programs. The incumbent manages and supervises a diverse work group that may include Records Management, Procurement, Budget and Finance, Property, Fleet, and warehouse/supplies.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) leading the business operations of administrative services in the areas of workforce planning, budget and finance, or support services for an organization; (2) conducting analyses on program functions to support program improvement efforts; (3) supervising and directing the work of subordinate staff members; (4) serving as an advisor to management for administrative, budget, and/or resource program functions.
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level.
