You will serve as a SUPERVISORY REGIONAL DISPATCH SPECIALIST in the N3 OPERATIONS DIVISION of COMMANDER, NAVY REGION NORTHWEST. The salary range for positions filled at the GS-10 is $73,944 to $96,124. The salary range for positions filled at the GS-11 is $81,242 to $105,612.

Duties

You will use a Computer Aided Dispatch (CAD) program to determine information pertaining to specific locations or hazards associated with an incident. You will operate a central computerized phone system console (e.g., multi-line 911 systems, Reverse 911 system, other equivalent communication device) to interpret and relay emergency information. You will monitor the status of emergency services and personnel to determine the availability of fire, medical, and police response units. You will brief on-coming dispatchers of new or old information prevalent to the shift.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Incumbent is required to be trained as a Tele communicator, trained to perform NCIC/NLETS/III criminal history checks, and certified in Emergency Medical Dispatch.
  • Incumbent must be trained as a Communications Training Officer (CTO) and Communications Center Supervisor.
  • Incumbent is required to work a rotating schedule which includes weekends and holidays.
  • Subject to mandatory overtime and recall.
  • Incumbent is required to successfully complete the RDC Training Program to include classroom and On-The-Job Training (OJT).
  • Position is categorized as emergency essential, (Category 5 in accordance with CNIC 3440.17), and as such may be ordered to report to duty for extended periods under emergency conditions.
  • Incumbent must be able to use a computer keyboard.
  • Incumbent must be able to read information on computer screens, and clearly see images on the CCTV with color vision adequate to distinguish between green, red, and yellow lights on alarm and equipment control panels.
  • Incumbent must be able to read information from a multi-colored computer screen.

Qualifications

FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising and conferring with Director, Emergency Services, Fire Chief, Chief, Law Enforcement on issues relating to policies, technical communication/computerized equipment, protocols, and after action assessment of dispatch operations; 2) Responding to emergency 9-1-1 service calls, reporting unusual and non-routine fire, police, medical and hazardous incidents; 3) Ensuring dispatchers obtain critical information about the situation, record information, determine the type and priority of responses, dispatch appropriate resources, and relay information to first responders; 4) Ensuring that precise and accurate information is provided to first responders on all calls for service; 5) Providing callers with accurate information and medically appropriate instructions before the arrival of Emergency Medical Services (EMS); 6) Monitoring/ operating a Computer Aided Dispatch system (CAD), a multi-line telephone system, a multi-channel radio system, a multi-channel logging recorder, computerized security alarms, fire alarm systems, and Closed Circuit TV; 7) Answering routine and emergency requests for service, evaluate the requests and dispatch appropriate police, fire, or medical units. Incumbent must be able to clearly hear conversations over the phone and radio regardless of the age or sex of the caller. Incumbent must be able to distinguish between different audible alarm tones used in dispatch. Incumbent may use hearing correction devices to augment their natural hearing in order to meet the requirements listed. During emergencies, employees may be required to work long periods without breaks. ??????? PHYSICAL DEMANDS: Although the physical activity of this job is that of an office environment, the emergency nature of the work, the rigid time constraints for response actions, the emotional state of the persons calling for service, and the nature and consequences of the decisions the incumbent is require to make, make this position one of high mental and emotional stress. WORK ENVIRONMENT: To ensure employee safety and health, CNR(X) maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. The incumbent will be required to take limited medical examinations to assess his/her medical qualifications for duty including hearing, vision, and psychological testing.
