The Primary Purpose of the Position is: to serve in a Supervisory Prosthetic Representative role is to administer, supervise, and perform work concerned with rendering prosthetic and sensory aids services to disabled patients at the Garland VA Medical Center.

Duties

This work requires the application and interpretation of laws concerning benefits available to disabled Veterans and of the regulations, procedures and practices based thereon and, in addition, a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices; and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices. The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, supervision, the National Prosthetic Patient Database (NPPD), inventory management and a knowledge of the Prosthetic national software package. A Supervisory Prosthetic Representative must have analytical ability, social awareness, tact and diplomacy, and good communication skills. He/ she must possess knowledge of established management principles, concepts and methodology to identify, analyze and resolve managerial and administrative issues or problems of a procedural or factual nature. The Representative must be able to anticipate the need for action. They must also possess the ability to deal effectively with individuals and groups and to adjust to difficult or stressful situations. Major Duties include but are not limited to: Plans, develops, and directs a Prosthetic and Sensory Aids Program at the Bonham facility and various CBOCs. Serves as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices involving furnishing information concerning such matters as new developments in the field of prosthetics and sources of supply for such devices. Interprets prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for, or by, the patients. Authorizes the purchase, fabrication or repair of prosthetic devices. Maintains continuous liaison with manufacturers and dealers of prosthetic supplies, inspecting their facilities and participating in the award of prosthetic appliance contracts. Participates in investigative / research project studies by selecting patients as pilot wearers of newly developed prosthetic items, evaluating the usefulness of such items and compiling of data. Gives technical and administrative advice and assistance on prosthetic problems to Manages the daily operations of the Prosthetic Service and supervising the administrative staff within that Service. The employee is under the supervision of the Assistant Chief, Prosthetic Treatment Center located in Dallas TX who sets the overall objectives and resources available. The incumbent and supervisor, in consultation, develop the deadlines, projects and overall work to be done. The incumbent independently plans and carries out the work, such as determining fair and equitable workload assignments, managing contracts and benefits programs and performing the initial planning necessary to conduct management evaluation of program for compliance with policies and regulations. The incumbent initiates necessary coordination with technical representatives, accountants or auditors, other specialist or field activities both in the Government and in the prosthetics supply manufacturers, vendors, etc. The employee obtains necessary information and supporting documentation (i.e., audit reports, etc.) and resolves most conflicts that arise, such as application and interpretation of laws concerning benefits and similar matters which arise. The incumbent keeps the supervisor informed of progress, potential controversial conflicts or issues which arise, or matters which affect policy or have far reaching implications. Supervisor reviews incumbents work via established annual milestones, data validation reviews, ProClarity reports and scorecard results. Supervisor reviews innovative ideas, implemented efficiencies, timely approval of reconciliations, timely submission of personnel selections and personnel actions along with success in resolution of employee disciplinary actions. Reviews success of programs and successful usage of resources. Reviews are to assure compliance with all legal and regulatory requirements, as well as for effectiveness of strategy. Qualifications

Basic Requirements: Citizenship. Citizen of the United States. Experience and Education. Individual must meet at least one of the requirements below: Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR Experience/Education Combination. Equivalent combinations of experience and education are qualifying. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS12 Experience. At least one year of experience equivalent to the GS-11 grade level, which demonstrates: Ability to work independently to set priorities; delegate tasks; meet multiple deadlines; analyze organizational problems; and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity. Ability to work with a team, to provide technical guidance, plan, organize, and coordinate activities to effectively complete job duties of assignment, such as distributing workload; and monitoring the accuracy, status and progress of work. Ability to communicate tactfully and effectively, both orally and in writing, to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels. Ability to assist in staff development, outcome management, and strategic planning. Ability to act as liaison between staff to resolve informal employee complaints and concerns. Knowledge of rehabilitative treatment goals and strategies that are unique to patients in specialized programs and knowledge of those specific program requirements. And In addition to the experience above, the candidate must demonstrate all of the following KSAs: Leadership and managerial skills, including skill in interpersonal relations and conflict resolution to deal with employees, team leaders, and managers. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Skill in coordinating work flow and work assignments. Ability to counsel patients and work effectively with a clinical team to resolve conflict. Physical Requirements: Position is relatively sedentary (computer I desk work); however, will involve moving around all areas of the office, stock rooms, warehouse and will include reaching above shoulder, bending, stooping, etc. The position requires occasional travel away from the duty station for Veteran home visits and vendor warehouse and/ or site inspection visits, local meetings, training. Must be able to obtain and maintain a Texas and Federal driver license to operate a government vehicle.
