This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of the Administrative Assistant (AA), Office of the Chief of Staff (COS), with one vacancy located in Silver Spring, MD.

Duties
As a Director, you will perform the following duties:
Exercises responsibility for ensuring staff work and resources are properly structured to achieve timely and effective implementation of objectives and policies and serves as the Assistant Administrator (AA)/Deputy Assistant Administrator's (DAA) principal advisor. Evaluates policies and directives from the AA and DAA and advises on action necessary to establish the framework for NWS policies. Convey requests for information, decision and policy determinations made by the National Weather Service (NWS) AA and DAA in coordination with the National Oceanic and Atmospheric Administration (NOAA) leadership.
The incumbent is responsible for effective management pertaining to the day-to-day administration of Head Quarters (HQ) staff programs. Reviews proposals, actions, inspections and reports prepared by HQ staff. Initiates or recommends actions to improve operations and coordination of the command. Prepare and/or review briefing, meeting and presentation materials for quality, accuracy and responsiveness. Respond effectively to requests for information related to NWS activities from NOAA leadership, Congress, and other agencies.
Evaluates overall work accomplishment of the staff. Reviews projects, reports, group and individual performance for consistency with policies, compliance with procedures and regulations, technical adequacy, timeliness and effective utilization of resources. Identifies operating problems, conflicting priorities, program deficiencies, and potential problem areas. Directs development of corrective or preventive measures to obtain desired results. Hears and resolves grievances and complaints not resolved by subordinate supervisors. Recommends awards/bonuses. Reviews serious disciplinary cases and disciplinary cases involving key employees. Sets performance standards and evaluates subordinates.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience MUST include all of the following:
Providing advice on the effectiveness of environmental or technical program operations through the development, integration and implementation of policies, strategies, programs, or procedures;
Supporting and preparing senior leadership in daily tasks such as delegating work, conducting meetings, preparing documents, providing strategic advice and acting as a liaison; and
Performing management and support tasks to employees such as delegating work, resolving employee conflicts, evaluating productivity, and organizing training programs.
