About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1FBAA US MILITARY ACADEMY.
Duties
Serves as the Special Security Officer (SSO), Security Manager (SM), Top Secret Control Officer (TSCO), and Communications Security (COMSEC) Custodian for the Army Cyber Institute (ACI).
Manages a Sensitive Compartmented Information Facility (SCIF) in support of USMA research, communications, and other requirements.
Oversees operations of the Joint Worldwide Intelligence Communications System (JWICS), National Security Agency Network (NSANET), Sensitive Internet Routing Protocol Network (SIPRNET), and Nonsecure Internet Protocol Routing Network (NIPRNET).
Provides information and guidance concerning indoctrination, special security education, debriefing of SCI indoctrinated personnel, SCI document control and accountability, and SCIF operations IAW DoD regulations and policies.
Conducts inspections of the SCIF and ACI Secure Spaces as required by DoD and ACI requirements to ensure compliance with all applicable regulations and that all Special Access Program/caveat program security requirements are met.
Protects classified material by developing/improving/maintaining procedures for controlling those materials.
Assists in all physical security evaluations and assist in maintaining physical security records for ACI secure areas and SCIF ensuring a file is maintained for each area to include correspondence and accreditation information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty Travel (TDY) maybe required up to 15% of the time.
- Subject to on-call, 24-hour status and may require irregular working hours on nights, weekends and holidays. Position may require occasional scheduled or unscheduled overtime.

- Must pass a Counterintelligence (CI) scope polygraph examination with No Deception Indicated (NDI) on pre-appointment and remain subject to random CI scope polygraph examinations. For more information, see note below in Additional Information.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
Experience developing and/or implementing Security policies and procedures for a Special Compartmented Information (SCI) program. AND
Experience conducting security inspections to support security program accreditations. AND
Experience conducting security briefings, indoctrinations and/or debriefings.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
