This position in the Facility Management Program for the Appalachian National Scenic Trail reports to the Supervisory Facility Operations Specialist. It entails independently managing facility operations, special projects, and asset data for half of the Park's portfolio, which includes over 2,000 diverse assets such as roads, trails, and campgrounds. The role utilizes a cooperative management system, multi-year budgets, and advanced information technologies to effectively achieve its objectives.

Duties

MAJOR DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: Plans and analyzes work requirements for a complex facility assets portfolio, determining necessary resources for effective operations. Develops financial plans and operational programs, including both short-term and multi-year initiatives. Identifies facility deficiencies, prioritizes needs, and creates treatment plans with scopes of work and cost estimates. Manages the park's facility asset management program, guiding asset identification, inventory collection, and condition assessments. Facilitates the calculation and updating of Asset Priority Index ratings and Current Replacement Value for park assets. Represents the park in collaborations with various stakeholders to plan and manage the facility maintenance program effectively. LESS THAN FPL: Duties will be developmental in nature when filled below the full performance level. Qualifications

All qualifications must be met by the closing date of this announcement-09/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: prepares and manages asset condition assessments for a park, recreational area, or similar facility; utilizing a software system to record and manage information including annual work planning, operations and maintenance cost data, deferred maintenance, detailed facility inventory, and condition data; monitoring a facility management program and documenting asset information; assisting in planning maintenance activities and preventative maintenance programs for a park, recreational area, or similar facility; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors. This experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-07 grade level in the federal service. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least master's or equivalent graduate degree, or two full years of progressively higher-level graduate education, LL.B., leading to such a degree in engineering, industrial arts, property management, information management, business administration or another field of study directly related to the duties of this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or, performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. -OR- EDUCATION: Successful completion of three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in an accredited educational institution or LL.M., with a major study in engineering, industrial arts, property management, business administration, cultural resources, or closely related field. You must include transcripts. -OR- Successful completion of an equivalent combination of such education and experience. For example, I have 6 months of the specialized experience (50 percent of the experience requirement) and 45 semester hours or 68 quarter hours of appropriate directly related graduate education (50 percent of the education requirement). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
