This position is located with the Bureau of Indian Affairs, OJS, Assoc Dir-Support Services in Phoenix, Arizona. Equipment Specialists will specialize in Law Enforcement related equipment and will coordinate and manage a BIA OJS Law Enforcement Equipment Program. This will include oversight of sensitive property and specialized law enforcement equipment such as firearms, ammunition, Electronic Control Devices, Less-Lethal Weapons, Control Tactics equipment, and fleet vehicles.

Duties

Evaluate prototype models of new designs to determine if they meet law enforcement requirements and comply with existing or proposed regulations and policies. Oversee the storage, shipping, receiving, inventory, and issuance of sensitive property and specialized law enforcement equipment, to include all BIA LEO firearms, ECDs, LLWs, BWCs, and fleet vehicles. Establish and oversee a Bureau field armorers program. Conduct in-depth and comprehensive evaluation of new equipment being considered for BIA LEO use. Inspect and analyze unusual conditions or problems associated with current firearms and specialized law enforcement equipment. Revise program operations for consistency with strategies and program emphasis provided by upper management or set forth by additional policy and regulations.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS FOR THE 1670 SERIES: (OPM Operating Manual, Qualification Standards). GS-11 GRADE LEVEL: 1 year of specialized experience that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GL/GS-09 grade level in the Federal service as described in the vacancy announcement. Examples include: applying knowledge of law enforcement firearms and specialized equipment program; overseeing inventory, shipping, storage, or issuance of firearms and sensitive property; and ensuring law enforcement equipment compliance policies and guidelines are adhered to; AND/OR Completed 3 years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study and submitted a copy of my transcripts; AND/OR combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. I have submitted my transcripts. GS-12 GRADE LEVEL: 1 year of specialized experience that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GL/GS-09 grade level in the Federal service as described in the vacancy announcement. Examples include: applying knowledge of program management to law enforcement firearms and specialized equipment; overseeing inventory, shipping, storage, and issuance of firearms and sensitive property; creating a system to inspect, maintain, and repair firearms and other sensitive materials; implementing equipment and FLEET policy standards in regards to a law enforcement program. The full performance level of this position is GS-12. Promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
