The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Major Duties and Responsibilities: DII is seeking a senior manager with well-developed critical thinking and superior people skills to lead its Terrorist Identities Datamart Environment (TIDE) production and Biometrics efforts. The primary mission is to manage the processing of watchlist nominations and encounter information from Intelligence Community (IC) and Law Enforcement (LE) partners to create, enhance, or revise Known or Suspected Terrorist (KST) records in TIDE. TIDE identities are enriched by a large team of Identity Intelligence analysts by finding and adding biographic, biometric, and derogatory data and using data correlation technology to determine identity intelligence gaps from TIDE records. Assigned duties include: Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture. Lead the Identities Group within the Directorate of Identity Intelligence, providing vision to enable growth and successful delivery of mission goals. Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Oversee and direct the day-to-day operations; establish priorities, develop office procedures and policies, and lead multiple teams in both substantive analytic and management operations. Provide expert guidance and leadership to multiple teams in the planning and performance of in-depth all-source research and analysis for specifically defined targets. Lead and direct teams in utilizing a variety of methodological tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs), including as appropriate, social networking and other "new" media. Set priorities in creating and managing target identities through the integration of biographic, biometric, contextual, and behavioral information. Oversee efforts to identify, gather, extract, and update Identity Intelligence information and perform relational tracing to determine relationships, patterns, trends, indicators, and warnings that address intelligence gaps; ensure senior leadership is kept apprised of issues and developments. Communicate regularly with internal and external peers and counterparts to collaborate on intelligence issues and conduct initial assessments of the types of information and circumstances that may create opportunities to pursue joint-targeting activities. Plan and prepare written presentations and oral briefings for senior federal official and internal customers on significant issues pertaining to and/or affecting terrorist identities intelligence and analysis. Coordinate with intelligence and screening partners to determine proper watchlisting recommendations for complex records by integrating all sources of information on individuals. Develop and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration. Serve as the primary approver for the allocation of resources including but not limited to training, travel, and contracts; advise senior leadership on resource needs for the entire unit. Develop the substantive analytic and management skills of subordinate employees and supervisors, and contribute to the broader corporate mission of the organization. Advise subordinates on strategies to overcome identified CT intelligence gaps pertaining to terrorist identities and prepare requirements for and implement methodologies to collect required information to fill the gaps. Evaluate and develop first-line supervisors; serve as a substantive supervisory resource, teaching and guiding division chiefs; provide substantive feedback to include career development counseling and skills development; provide guidance to junior Identity Intelligence Analysts on all-source analytic tradecraft, intelligence production, and methodological issues pertaining to terrorist identities intelligence and analysis.

Mandatory Requirement: Superior ability to remain open-minded and change opinions based on new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Superior knowledge of IC organizations, policies, and procedures, and their requirements about terrorist identities intelligence research and analysis. Superior knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations can effectively integrate their terrorist identities analysis capabilities. Superior ability to communicate clearly, both orally and in writing. Expert ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Expert ability to work under pressure with strict deadlines while maintaining a high level of attention to detail.
