This position is located in the National Labor Relations Board (NLRB), Office of General Counsel, Division of Administration, Office of Human Resources. This Section provides human resources consulting services and personnel management administrative support services in the areas of classification, pay administration, position management, and recruitment and staffing programs to all National Labor Relations Board (NLRB) personnel.

Duties

As a HR Specialist (C/R/P) GS-0201-11/12, your typical work assignments may include: (GS-11) Researching, analyzing, and applying application of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide advisory and technical services on substantive organizational functions and work practices; Applying basic HR principles, concepts, and practices including staffing, recruiting, and classification; and Providing management advisory services to operating officials and supervisors on the resolution problems or concerns (GS-12) Researching, analyzing, and applying application of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide advisory and technical services on substantive organizational functions and work practices; Facilitating meetings and/or training sessions to managers/employees communicating information on various HR related topics such as Veterans Preference Laws; Schedule A, and Pathways. Providing management advisory services to operating officials and supervisors on recruitment strategies to include Delegated Examining; Merit Promotion and other hiring authorities for federal employment.

Qualifications

IDEAL CANDIDATE STATEMENT The ideal candidate performs HR processes utilizing HR policies, regulations and authorities to perform recruitment and staffing; personnel processing; pay setting; position classification and other related HR assignments. The candidate is well versed in HR concepts to provide guidance; possesses excellent organizational and efficient time management skills. Experience creating vacancy announcements using USAStaffing; Monsters; or another federal government application tracking system. SELECTIVE FACTOR: In addition to meeting the minimum qualifications listed below, candidates must meet the following selective factor to be considered qualified for the position. Applicants not meeting the Selective Factor will not be considered qualified for the position. Must be actively Delegated Examining certified - Copy of Certification required MINIMUM QUALIFICATIONS GS-11 Applicant must have one year of specialized experience equivalent to the GS-09 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-11, Human Resources Specialist (Classification/Recruitment/Placement), and that is typically related to the work of the position to be filled. Specialized experience includes: Researching, analyzing, and applying application of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide advisory and technical services on substantive organizational functions and work practices; Applying basic HR principles, concepts, and practices including staffing, recruiting, and classification; and Providing management advisory services to operating officials and supervisors on the resolution problems or concerns This experience must be fully supported and articulated in your resume to receive consideration. TIME-IN-GRADE REQUIREMENTS GS-11 - Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-09 grade level or equivalent grade level of federal service is required to qualify for the GS-11 grade level. GS-12 - Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-11 grade level or equivalent grade level of federal service is required to qualify for the GS-12 grade level. *NOTE* All current or former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive). *NOTE* Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and eligibility requirements must be met by the closing date of the announcement.
