This position is located in the Charles George Veterans Affairs Medical Center (VAMC); Health Administration Service (HAS), with the incumbent serving as a Training Specialist. The VAMC provides a broad range of medical services in support of the Department bf Veteran Affairs (VA) that include: Inpatient Care; Outpatient; Specialty Clinics; Customer Service; Mental Health Services; Long-Term Inpatient Care; Rehabilitative. Care; Hospice; and Emergency Services.

Duties

Duties include: Responsible for a variety of continuing educational activities and directly responsible for the development and implementation of HAS continuing education activities, resources, and services, and coordinating these to ensure all aspects are in compliance with established VAMC and HAS goals and guidelines.Educational activities may include, but not be limited to; individualized instruction, computer assisted instruction, train-the ­trainer sessions, seminars, workshops, and small group learning experiences. Educational resources include designed training modules, and supplementary learning and teaching materials.Educational services include needs assessments and analysis, instrument development, statistical analysis, instructional design and development of instructional materials and tests, identification and training of content experts, implementation of designed programs, and program evaluation and revision.Provides leadership and services as educational advisor and consultant for HAS.Projects appropriate budgetary requirements and maintain schedules consistent with the accomplishment of HAS missions. Determines and documents training needs of employees and develops plan of action to provide training, considering budgetary constraints, and program needs and priorities.Develop training programs for HAS staff in a wide range of occupations and grade levels to insure adequate skills and performance competencies. Ensure that curriculum courses follow a logical flow conducive to the development of progressively higher skill levels and competencies_.Ensures that course content is well structured, technically sound and contains adequate instructional materials. Provide guidance and direction to management, staff, and instructors on the full range of training and education activities.Provide course instruction covering a wide variety of topics such as communication, customer service, listening skills, etc. Applies a wide range of teaching methods and tools consistent with student learning requirements. Implements an effective compliance program that trains employees in the proper execution of their duties and motivates them to comply with appropriate laws, rules, and regulations.0rganize, review, maintain, update, and conduct training for all new HAS employees including HAS new employee orientation. Track overall formal leadership development and ensure education and training records are properly recorded so reports accurately show progress toward leadership development and continuing education performance standard. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for the Training Instruction Series, 1712, applicants must meet the requirements in the Individual Occupational Requirements (IOR) as defined by the Office of Personnel Management: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing available resources and educational materials for appropriateness and selecting or modifying these materials to address existing educational problems or needs; developing new training materials and activities where none exist; identifying and developing continuing education programs for facility quality improvement; providing training to health care facility staff, utilizing adult learning principles and appropriate teaching aids when applicable; reviewing, analyzing and evaluating training courses and programs to assess their quality and effectiveness; independently developing specific training needs surveys to focus on special areas for problem identification, and analyzing the data to identify appropriate interventions.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. You will be rated on the following Competencies for this position: Analytical Reasoning Computer Skills Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is typically performed in an office or classroom setting. May be required to lift training materials.
