Duties

Develops plans and policy guidance to implement assigned programs and administers the Air Force Equipment Management System (AFEMS). Provides full-range of services and Equipment Management support for all Wing organizations. Serves as the Wing Equipment Management Officer. Develops programs/policies that are clear, consistent and IAW regulatory and legal requirements, and supportive of the overall mission. Conducts research for information pertaining to complex and/or unusual supply transactions and patterns. Accomplishes various administrative and additional duties of a continuing or special assignment nature involving Materiel Management programs.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, holidays, etc.
  • The work may require the employee to drive a motor vehicle. An appropriate/valid driver’s license may be required for the position.
  • The work requires the incumbent to obtain and maintain a Secret security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • May function as a quality assurance evaluator for Materiel Management Flight requiring Air Force Reserve quality assurance evaluator standards qualification.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule General Administrative and Management Positions for Supply Program Management Series, 2003. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of well established and commonly applied supply principles, concepts, and methodologies of the supply program operations, when such work requires the application of some judgment and analysis to provide services or resolve problems related to a full range of supply services and equipment management. Employee performs recurring kinds of assignments, operations, and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning and program management. The incumbent applies a depth of knowledge developed from experience in one or more areas of supply operations and management programs. The work requires the incumbent to analyze independently and resolve difficult issues and programs in the assigned area. Employee develops guidance for applying supply policy, procedures, techniques, equipment and methods to a variety of work situations involving various degrees or levels of supply controls. The incumbent must use their knowledge to recommend and consider several alternatives. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of the Standard Air Force Supply System and related processes as well as governing supply regulations, procedures, instructions and supply functions, operations, program requirements, and work methods. 2. Knowledge of equipment management operations and inventory management systems, methods, and techniques to manage regulating or controlling the level and flow of equipment and supplies. 3. Ability to apply broad guidelines and concepts and initiate new or revised directives and policies for a MAJCOM/base level or similar type organization supply operation. 4. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, etc., to accomplish task and resolve complex supply problems; and to communicate effectively, clearly and in a concise manner both orally and in writing. 5. Knowledge of proper contract evaluation methods to evaluate contract technical proposals. 6. Ability to determine detailed requirements within available or allocated resources for funds, manpower, facilities, equipment, supplies, and services in support of program requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
