The primary purpose of this position is to serve as the Installation Equal Employment Manager with the responsibility of executing an integrated military equal opportunity (MEO) and civilian equal employment opportunity (EEO) program under one equal opportunity (EO) program office.

Duties

Plans, organizes, directs, and executes the installation EO program in accordance with MEO and EEO statutory, regulatory, and policy requirements while ensuring that Airmen and Guardians (military and civilian) and other eligible individuals (where applicable) receive prompt, fair, and impartial services in processing and resolving MEO and EEO complaints; and providing outreach, training, and human relations education; and providing assistance through mediation, facilitation, and other resolution dispute techniques through the NDR process. Exercises supervisory personnel management responsibilities for civilian and military EO personnel. Serves as the principal EO subject matter expert and advisor to the installation/host wing commander (and Space Force and/or civilian leader equivalent) and other senior leaders on matters related to military equal opportunity (MEO) and civilian equal employment opportunity (EEO) (e.g., complaint processing, NDR, outreach, training, etc.) Develops, implements, and monitors EO policies, processes, and procedures for the installation/host wing commander (and Space Force and/or civilian leader equivalent) and effectively communicates these policies, processes, and procedures to the installation population (military and civilian). May serve as the installation Negotiation and Dispute Resolution (NDR) Manager.

  • This is a supervisory position and a 1-year probationary period is required.
  • Incumbent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., that pertain to the EO office.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training and maintain certification through annual refresher training.

  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

Conditions of Employment Continued Must successfully complete all required initial EO training prescribed by law and policy within the specified period of time as a condition of employment in order to be authorized to directly interact/participate in processing MEO and EEO complaints and gain access to the DAF Equal Opportunity Information Technology System. At the discretion of the DAF, this training may include Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Course (EOAC). The incumbent is required to maintain certification by completing annual refresher training and other-directed training to support the EO program. In accordance with the USAF Guide for Determination and Revalidation of Mission Critical Occupation, this position is designated as a Mission Critical Occupation (MCO) which are occupations/occupational groups that set direction, execute performance, or directly impact mission critical functions or services and are prioritized in mitigating deficiency gaps to ensure mission failure does not result from human capital deficiencies. QUALIFICATIONS In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0260 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience with DOD, Air Force, Maj Com, Federal law, executive orders, and local directives pertaining to EO programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of EO (MEO and EEO) concepts; principles; practices; and requirements based on laws, regulations, executive orders, and DoD, DAF, and MAJCOM policies, processes, and procedures. Knowledge of EEOC, DoD, and DAF organizational structure and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant Total Force workforce eligible for EO services. Knowledge of human relations behaviors, organizational and command climate, and other related EO issues that may positively or adversely affect morale and mission readiness of installation personnel and strategies to address or communicate to leadership to resolve identified issues. Skill in advising and counseling on the EO (MEO and EEO) program, program compliance, and requiring the interpretation and explanation of laws, regulations, policies, procedures, and practices. Ability to effectively and timely process complaints and NDR using effective fact finding, analytical, and evaluation methods to accurately assess information, make sound decisions, and communicate outcomes while remaining impartial and professional at all times. Ability to effectively, efficiently, timely, non-judgmentally, establish working relationships with and appropriately communicate orally and in writing sensitive, difficult, controversial, and complex EO matters with commander(s), managers, employees, stakeholders, and installation population, as appropriate. Ability to effectively plan; organize; prioritize; execute; direct and supervise staff; train; conduct outreach; resolve deficiencies; and apply program management techniques (e.g., program development and evaluation, policy analysis, etc.) for the EO program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
