About the Position: This position is for a Safety and Occupational Health Specialist, at the Illinois Waterway Project Office located in Peoria, Illinois. This position may be filled at the GS-0018-07, GS-0018-09, or GS-0018-11. Noncompetitive promotional potential to the GS-11 if filled at the GS-07 or GS-09 level.

Duties

Manage the equipment operator training program to ensure equipment operators are qualified and certified per regulations. Develop site specific specialized equipment safety plans based on Job Hazard Analysis (JHA), Activity Hazard Analysis (AHA), and/or Accident Prevention Plans (APP). Integrate equipment safety into the Project Management Business Process, which covers all phases of work from project inception through completion. Ensure motorized and mechanized equipment are properly inspected, maintained and tracked to identify deficiencies, repaired, or taken out of service. Develop, review and analyze statistical data of accidents and injuries to determine trends.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have or be able to obtain a valid state motor vehicle driver's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
  • A medical examination is required. If selected, satisfactory completion of a medical examination is required before assignment to the position.
  • Subsequent physical exams are required every two (2) years.
  • Required to observe established safe working procedures; and, wear mandatory appropriate protective clothing and/or equipment provided to minimize or eliminate hazardous conditions.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes managing safety and occupational health program elements, advising on technical matters, utilizing motorized, mechanized, and/or load handling equipment (such as excavators, loaders, roller gate, crane inspection), determining risks and/or hazards associated with equipment operation, and experience working on civil works and construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
