This position is located with the Bureau of Indian Affairs, OJS, Victim Assistance Coordinator in Fort Thompson, South Dakota. The position will develop and implement specific victim assistance programs and activities within the BIA/OJS VAP to promote compliance with Federal victim laws and DOI guidelines.

Duties

Designs, plans, and directs the dissemination of information pertinent to various victim protection laws, BIA-OJS policy and programs on victim related matters, and other relevant victim services. Develops and maintains a library of resource materials for use by victims, witnesses, community organizations, and within BIA-OJS. Develops the written verbiage for brochures and other outreach material where there is a lack of pertinent literature, or existing literature that is not fully appropriate to the BIA-OJS VAP needs. Speaks to public, civic, industry, and special interest groups about victims issues to publicize Federal efforts to develop and improve programs and efforts to promote interest and support for victims at the local level. Serves as the BIA-OJS VAP representative and expert on local, tribal, state, and national task forces, committees, and working groups regarding victim related issues. Reviews literature on victim issues, analyzing changes in legislation case law court rules, Department of Justice policies, and other issues of direct relevance to the BIA-OJS VAP. Coordinates with various law enforcement agencies as needed to assist victims. Provides authoritative advice and guidance to the BIA-OJS. Develops and provides training materials, information, and resources to BIA-OJS VAP and other Bureaus; support staff; staff of Federal investigative agencies; state, local, and tribal law enforcement; and community service providers.

Qualifications

MINIMUM QUALIFICATIONS FOR GS-09: 1 year of specialized experience at or equivalent to the GS-07 grade level giving assistance to victims affected by sexual assault, domestic violence, assaults, and similar crimes. Examples at this level may include assessments and providing resource referral counseling for crime victims, their families and witnesses; assisting victims of crimes with filling out paperwork to access funding or services needed; and providing victims with information on the availability of counseling or other social services. Completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or a LL.B or J.D., in a related field of study, and submitted a copy of my transcripts. Combination of education and specialized experience that totals 100% of the requirement. I submitted a copy of my transcripts. MINIMUM QUALIFICATIONS FOR GS-11: 1 year of specialized experience at or equivalent to the GS-09 grade level giving direction to victims of crime and coordinating the circumstances with law enforcement personnel, court personnel, and/or social services staff. Examples at this level may include assessing victim's needs for medical, psychological, legal, financial, or unemployment services, promoting crime victim rights, and providing referrals to other agencies to enhance a continuum of services for victims. Completed 3 years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study and submitted a copy of my transcripts. Combination of education and specialized experience that totals 100% of the requirement. I submitted a copy of my transcripts. MINIMUM QUALIFICATIONS FOR GS-12: 1 year of specialized experience at or equivalent to the GS-11 grade level managing a victim's assistance program and considered a Subject Matter Expert (SME) on victim issues. Examples may include training on a local and national level, training tribal and federal law enforcement on victims' issues, family violence, victims' rights and developing a strong working network with federal, state, regional, local, public, and private entities to advocate for victims of crimes; and advocating victim rights to state and local law enforcement programs. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date. The full performance level of this position is GS-12. Promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. A career ladder promotion is at the discretion of management, and in no way guaranteed. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
