This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

Serves as Chief Mate of the sea-going Hopper Dredge McFarland, which is engaged in the maintenance and improvement of harbors and channels. Oversees maintenance and repair of deck machinery, superstructure, and hull and for handling and storage of deck department supplies and equipment. Determines the extent and kind of deck maintenance and repairs to be performed. Acts as ships first aid officer, maintaining supplies and training other employees in first aid. Makes regular inspections of life saving and fire fighting equipment to ensure its good operations condition. Stands bridge watch in the absence of regular watch officers, navigating vessel in accordance with Coast Guard regulations and directing the dredging operations. Selects workers for various assignments; evaluates workers performance; provides training; improves work methods; interprets rules and regulations (fire, house-keeping, conduct). Conducts general personnel management (discipline, employee services, leave, etc.); and general administration (production, personnel, cost, supply records and reports, etc.) work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be willing to serve a one-year probationary period, if applicable.
  • Must be willing and able to pass a pre-employment physical and one annually thereafter.
  • Must be willing to take and pass a pre-employment drug and alcohol test and must be willing and able to pass random drug and alcohol tests thereafter.
  • Must be able to lift up to 40 lbs.
  • Travel may be required up to 5% of the time.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): Ability to do the work of an Chief Mate without more than normal supervision. Your resume must demonstrate that you have the ability to perform basic maintenance of deck machinery; and/or experience standing watch; and/or experience directing dredging operations in accordance with navigation roles and regulations. Failure to meet this Screen Out Element will result in an ineligible rating. Job Elements:The skills, knowledge, abilities, and personal characteristics listed below are important to succeed in the job: Ability to do the work of the position without more than normal supervision (Screen-out Element) Operation of Motor Vehicles Work Practices (includes keeping things neat, clean, and in order) Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation) Ability To Operate Safely (Non-Motor Vehicle) Reliability and Dependability as a Third Mate Licensing/Certification (Selective Placement Factor): In addition to meeting the experience requirement of this position, applicants: Must possess a valid U.S. Coast Guard Merchant Mariner Credential (MMC) with a Standards of Training and Watchkeeping Endorsement (STCW) as Chief Mate, (or higher) and a license as Chief Mate (or higher) of Unlimited Tonnage License upon Oceans. Must possess a valid Transportation Worker's Identification Credential (TWIC). (Note: Applicants must provide a copy of all 3 documents listed above, at time of application or your application package will be ruled as incomplete, and you will not receive any further employment consideration). PHYSICAL EFFORT: Light to moderate physical effort is required for continuous standing, operating of various controls while on watch, inspecting void spaces, etc. WORKING CONDITIONS: Spends a large portion of time outside in all kinds of weather, being exposed to the elements and subject to the possibility of slipping on wet decks. Danger of drowning is present in case of accident.
